New contractors with the county are required to submit a letter of insurability agreeing to these requirements. Escambia County may award Line item by Line item for emergency items limited to roofing and septic/sewer services. Only OPENGOV submitted bids will be accepted.

Once you have completed account registration, browse back to this page, click on "Submit Response", and follow the instructions to submit the electronic bid.

    • Scope of Work or Project Details

      1.ROOFING:

      Remove existing roof covering the decking and replace any deteriorated or damaged decking with like, kind, and quality of existing materials. Repair or replace any damaged roof framing to include rafter tails, rafters, and barge rafters. Refasten and certify decking attachment. Install a peel and stick underlayment water barrier. Replace the existing drip edge with a new metal drip edge. Install new slant-back vents, replace gas vent caps and all flashing as required. Replace all boots with new lead, EPDM, and/or metal boots. Install 30-year architectural (CertainTeed Landmark or equivalent) roof shingle as per manufacturer’s specifications and/or a self-adhering modified bitumen roof system to any low sloped areas as per the Escambia County Building Code. Then install new shingle over the ridge vents. Budget 320 square feet for damaged decking replacement. If they are missing or outdated install hurricane clips on every rafter or truss, with a minimum of 6 pictures illustrating said strapping. Trim any trees over hanging roof to clear roof by approximately 10’ and remove all debris from site. Repair or replace any damaged fascia and soffit with like material and match the finish as close as possible. Replace only the existing gutters with new 6”, seamless gutters. This is to include 4” downspouts, splash blocks, and diverters. Photographs are required for all stages of construction.

      Vertical Construction requires a contractors license.

      You will not need a signed quote form from the vendor if you use the pricing table, their pricing table is their quote, and vendor responses will be easily tabulated for you upon review of the quotes to see lowest, most responsive, and responsible quote. 

    • Does your quote request involve any insurance requirements? (required)

      If the vendor is on County property performing work etc. Insurance requirements must be listed in the quote request and should be confirmed by Risk Manager before posting.  A Certificate of Insurance will be required.

    • Do you require any type of contractor's license for the scope of work? (required)

      Vertical construction will usually require a Division 1 Contractor's License and the vendor will need to upload proof of the licensure with their quote submission. If unsure, email contractorlicense@myescambia.com to verify license requirement before submitting quote.
