    The City of Cripple Creek (the “City”) is requesting written proposals from qualified firms for a Housing Needs Assessment (HNA). THIS REQUEST FOR PROPOSAL (“RFP”) IS NOT A COMPETITIVE BID BASED ON PRICE ONLY. The RFP allows the City to select the proposer that best meets the needs of the City, taking into consideration vendor qualifications, price, products, service capabilities, and other factors relevant to the City’s policies, programs, administrative resources, and budget. Proposals shall consist of: The final report must be compliant with the housing needs assessment requirements of Senate Bill 24-174 (“SB24-174”): Sustainable Affordable Housing Assistance and should address the required outcomes, utilizing the Housing Needs Assessment Guideline and checklists provided by DOLA. The finished report must include demographic trends, economic trends, housing stock, estimated housing needs, household count, jobs by salary, allocated housing needs, housing challenges and opportunities, displacement risk, recommended policy and programmatic responses, water supply needs, and market limitations for the City of Cripple Creek, Town of Victor, and the community of Goldfield in Teller County. Proposals must also include a detailed itemized budget and timeline through completion.
