    Description

    The City of Phoenix invites sealed offers for critical incident psychological services for a five-year contract commencing on or about November 1, 2026, in accordance with the specifications and provisions contained herein or the “Effective Date” which is upon award by City Council, conditioned upon signature and recording by the City Clerk’s department, as required by the Phoenix City Code, whichever is later.

    This solicitation is available through the City’s Procurement Portal.     Evaluation Criteria

      The Company shall provide a history of the business including:

      • The length of time the organization has been operating as a legal entity

      State the Company's experience in providing critical incident psychological services to large government or corporate entities that the company now holds or has held in the past five years.

      Describe the Company's experience providing critical incident sessions to public safety personnel and trauma-related mental health services. Include Company's familiarity with and adherence to relevant professional guidelines such as the International Association of Chiefs of Police (IACP) guidelines.

      A. State whether or not the Company is involved in litigation, threatened with litigation, investigation, reorganization, receivership, filing, strike, audit, corporate acquisition, unpaid judgements, or any action that could have an adverse impact on the ability to provide the required services.       A. Offerors must demonstrate that key personnel have the knowledge, resources, skill, capacity, and ability to provide critical incident psychology services, and all other services as required in the solicitation. 

      B. Provide a resume for each proposed key personnel who will provide services indicated in the Scope of Work (limit 3 pages per resume).

      A. Describe the Company's method of approach to scheduling and completing post-critical incident psychological services. 

      B. Describe the Company's initial call out response process, and process for continuity of care for public safety employees.

      Describe the Company’s method of approach to conducting wellness checks for public safety personnel, including the Company's goals for the wellness checks, and why they are an important component of critical incident psychology services.

      Describe the Company's method of approach and experience developing and implementing training on Critical Incident Stress Management (CISM) training and other related topics. Please include information on who the audience was for these trainings.

      Explain how the Company will provide services 7-days a week, 24-hours a day as required in the Scope of Work.
