    Description

    Pierce County is soliciting Qualifications from firms interested in providing a complete corridor study for an alternative roadway alignment between South Hill and SR 162.  The preferred alternative, if constructed, will provide traffic congestion relief, create connectivity for integrated land use, and improve mobility for east-west traffic in this area of the County.  The project is currently funded with local County Road Funds, but federal funding is anticipated in the future.

    Background

    Pierce County Planning and Public Works, Office of the County Engineer, Pierce County (County) is requesting engineering, environmental, geotechnical, public involvement, and design services for the purpose of conducting an alternatives feasibility study of a new roadway alignment connecting the west side of the Orting Valley to SR 162.  The selected consultant will evaluate feasible corridor alternatives, identify environmental and engineering constraints, assess community and stakeholder considerations, and recommend a preferred alignment suitable for documentation in a programmatic State Environmental Policy Act (SEPA) Environmental Impact Statement (EIS).

    The County anticipates pursuing future federal funding for implementation of the recommended corridor. Accordingly, the consultant’s work may be required to follow the Federal Highway Administration (FHWA) Planning and Environmental Linkages (PEL) Framework and result in a PEL Study Report structured to support and streamline future National Environmental Policy Act (NEPA) review.

    Estimated value of initial contract is $1,000,000 to $1,500,000.

    The negotiated contract will be on a WSDOT Local Programs Cost Plus Fixed Fee.

      • Familiarity with WSDOT, FHWA, AASHTO, and MUTCD standards and established design guidelines,
      • QC/QA: Explain the Quality Control and Quality Assurance program for the requested services.
