    Description

    The Wisconsin Department of Transportation (WisDOT), intends to utilize the results of this procurement to establish a Contract with a Supplier, who can provide year-round program administration of the State of Wisconsin’s interstate highway Safety Rest Area (SRA), Safety and Weight Enforcement Facilities (SWEF), and additional secondary sites, for services that are performed by Service Providers that are obtained from a separate contract for the custodial care, landscape maintenance, and maintenance/repair services of the facilities and grounds. The awarded Contractor will provide year-round program administration, review Service Provider’s executed tasks of the facility maintenance, ensuring quality standards are met; review that Service Providers comply and are completing all contract requirements/service tasks; budget/spend tracking; program coordination between interested parties (that can include government agencies such as WisDOT, tourism, Department of Natural Resources (DNR), the traveling public, supply vendors, private consultants, and others); in addition to program recordkeeping and reporting. The awarded management contract is estimated to begin on July 1, 2025. The awarded Contractor would have oversight of the following two (2) maintenance programs: • Rest Area Maintenance (RAM) Program. There are currently twenty (20) Service Providers performing custodial care and landscape maintenance at WisDOT’s twenty-eight (28) rest areas and ninety-one (91) secondary sites. Secondary sites include waysides, tables sites, scenic overlooks, park & ride lots, parking turnouts, historical markers, welcome signs, boat landings, and landscaped areas. • Safety and Weight Enforcement Facilities Maintenance (SWEFM) Program. There are currently, seven (7) Service Providers performing janitorial, mowing, snow removal, landscape, and minor maintenance at WisDOT’s thirteen (13) SWEF sites. The Service Providers consist of six (6) CRP’s and one (1) private contractor. The SWEF maintenance program has a dual funding source between WisDOT’s Division of Transportation System Development, Bureau of Highway Maintenance (“BHM”) and Division of Business Management, Bureau of Business Services (“DBM”).
