Originally converted to a wet-weather primary treatment facility in 1979, the CWTP has operated for over 45 years without a comprehensive condition assessment. This project will identify structural, mechanical, electrical, operational, and maintenance deficiencies, and develop a business case to evaluate repair, rehabilitation, replacement, or upgrade options to extend asset life, maintain regulatory compliance, and support long-term sustainability.The selected consultant must have a proven track record in condition assessments of wastewater treatment facilities (particularly primary treatment and wet-weather facilities), asset management, risk-based prioritization, and business case development for public utilities. Expertise in non-destructive testing, structural engineering, mechanical/electrical systems evaluation, hydraulic capacity analysis, and regulatory compliance (including NPDES and Combined Sewer Overflow requirements) is essential.The project is structured into phased tasks to allow for City review and adjustment based on findings. It is anticipated to be completed within approximately 12 months from notice to proceed.Each proposal must address the qualifications outlined in Section 3A and demonstrate the ability to perform all tasks specified under Section 3B of this scope of work.
