    D. Holdings, Inc. (Owner) will receive sealed bids online via PennBid for Contract No. 2026-01, the DeGol Industrial Center Rail Expansion Project - Phase III, until 10:00 A.M. (E.S.T.) time on Friday, April 3rd, 2026, at which time will be opened online and publicly posted via PennBid. Bids submitted by any other means will not be accepted. All documents and solicitation details are available at no cost on PennBid – https://pennbid.bonfirehub.com Questions and inquiries should be addressed through PennBid’s “Clarifications” tab.The Contract consists of the installation of approximately 2,483 TF of new railroad track that includes ballast, ties, and rails and removing 2,483 TF of existing rails, timbers and ballast. 159 TF of re-aligning and re-grading the track. Constructing cast-in-place concrete (744SF) at existing private asphalt pavement road, including ballast, sub-ballast, steel ties, CWR, and the adjacent asphalt pavement road surface (1000SF). Installing an end of track earth mound at the track. Work under this contract shall include all materials, equipment, supplies, and labor for the construction as shown and specified in the Contract Documents. The project is located at the existing DeGol Industrial Center in Frankstown Township, Blair County, Pennsylvania.The project is being financed in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority. The obligations imposed on the Owner by the financing agency(s) shall apply to and be acceptable to the successful bidder(s). Bidders must comply with all State anti-bid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid.Bidders for this contract shall have completed projects similar in character and scope and will be required to provide with their bid a completed Statement of Bidders Qualifications and Equipment List in the forms prescribed in the Contract Documents. The Contractor shall adhere to the provisions of the Pennsylvania Prevailing Wage Rates as set forth in the Contract Documents.The successful bidder(s) will be required to complete all work within 240 consecutive calendar days from, and including, the date indicated by the Owner in their written Notice to Proceed.A pre-bid meeting is scheduled at the D. Holdings, Inc. office located at 977 DeGol Industrial Drive, Hollidaysburg, Pennsylvania 16648 and beginning at 10:00 A.M. on Wednesday, March 18, 2026. Attendance at the pre-bid meeting is highly encouraged but is not mandatory.The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work.
