Project Overview Parsons has been retained by the New York State Department of Transportation (NYSDOT) to manage an Environmental Investigation and Sampling contract for the above referenced project through our subconsultant Watts Architecture and Engineering (Watts-AE). The successful bidder will enter into a subcontractor agreement with Watts- AE. We respectfully request that you review the project Scope of Services (Attachment A), and if interested, submit a bid proposal to outline your approach to the work, any assumptions, and an itemized unit cost for the project. The required services include the laboratory analysis of soil and groundwater samples. The proposal should include all costs as defined in the Scope of Services, including those associated with sample shipment or courier pickup, laboratory analysis, and reporting as well as any other incidentals. Project Location The project is located in the City of Syracuse, NY. Scope of Requested Services Provide sample management, testing, reporting and all supporting services. Lab must be NYSDOH ELAP approved for the laboratory methods identified in this Request for Proposals. Please refer to the attachments within this Request for Proposals for the Scope of Work, Bid Form, and other requirements. Specifications and References • NYSDOT Specification Section 205 – Contaminated Soil • NYSDOH Environmental Laboratory Approval Program • NYSDEC 6 NYCRR Part 375 Environmental Remediation Programs • NYSDEC Technical Guidance for Site Investigation and Remediation (DER-10) • NYSDEC CP-51 Soil Cleanup Guidance • US EPA SW-846 Methodology Project Conditions and Requirements • Analyses should be completed in accordance with US EPA SW-846 test methodology whenever possible. • Reporting should meet current NYSDEC guidance as identified in 6 NYCRR Part 375/DER-10/CP-51 parameter requirements and limits. • Unit rates shall be provided for each identified analysis. Total sample quantities are estimates and may vary depending on field conditions, field screening parameters, site conditions, etc. Unit prices shall remain fixed for the duration of the contract. • Required laboratory turnaround time shall be 10 business days from the day of sample receipt. Exceptions shall be made for calendar periods that include holidays. • Due to the length of the total investigation program and need to obtain/review results from the ongoing Introduction Page 2 investigation expeditiously, laboratory results shall be provided every 10 business days throughout the duration of the investigation. • Reporting periods for any required laboratory changes or additional analyses shall be 10 business days from the date of request as documented by email request. • Results will be provided in both report and spreadsheet format. • All bids should reflect the payment terms of pay-when-paid. All invoices for services will be paid within 7 days of Watts-AE’s receipt of payment from client (Parsons/NYSDOT). The successful Bidder must have an approved CCA-2 on file with NYSDOT prior to being awarded a contract. If the successful Bidder does not currently have a CCA-2 on file with NYSDOT, the Bidder may find the CCA-2 forms and instruction for completion online at https://osc.state.ny.us/vendrep/form_cca2.htm. Prior to making an award of a contract, the NYSDOT’s Office of Contract Management will review the apparent low bidder’s Vendor Responsibility Questionnaire and a determination of responsibility of the proposed contractor will be made prior to award. Bids to be considered must be received and posted at Parsons’ bid portal SAP Ariba by 2:00 PM local time, on May 18, 2026. Bids received after the above noted time will not be accepted.
