Documents will be available on or after Monday February 16, 2026 and a pre-bid meeting will be held on Thursday, February 26, 2026 at 10:00 AM at the Dalton Sewer Authority’s Wastewater Treatment Plant – 2074 North Turnpike Road, La Plume, PA 18440. To arrange a site visit, prospective Bidders may contact the facility operator, Ned Graham, via email @ egraham355@aol.com. The last day for questions regarding the project or to make a site visit is Wednesday, March 18, 2026. Bids are due on Thursday, March 26, 2026 at 11:00 AM Eastern time on-line thru PennBid.A Bid Bond drawn to the order of the Dalton Sewer Authority in the amount equal to ten percent (10%) of the amount of the bid must be submitted with the proposal as bid security.This project is financed in part by a Commonwealth of Pennsylvania Commonwealth Financing Authority Covid-19 ARPA H2O grant and grant/loan under the administration of the Commonwealth of Pennsylvania -Pennsylvania Infrastructure Investment Authority – PennVEST.This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Order 11625, 12138, and 12432 and EPA Regulations at CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.Davis Bacon Wage rates, American Iron and Steel Act, Buy America Build America (BABA), Equal Opportunity Clause (41 CFR 60-1.4(b), and Nondiscrimination/Sexual Harassment requirements also apply to this project.
