    Description

    The Town of Manchester, Connecticut, through its Water and Sewer Department, is soliciting proposals from qualified contractors for the design, supply, fabrication, and installation of Davit Crane Fall Protection Systems at the Hockanum River Water Pollution Control Facility (HRWPCF).

    HRWPCF is a wastewater treatment plant located at 120 Thrall Road, Manchester, CT, designed to treat up to 8.25 million gallons per day. This project is critical to enhancing worker safety during confined-space entry, rescue operations, and maintenance activities at multiple tanks and structures throughout the facility.

    The successful proposer will provide a complete turnkey solution meeting or exceeding all applicable OSHA, ANSI, and EM-385 standards, while ensuring minimal disruption to facility operations.

    Background

    The Hockanum River Water Pollution Control Facility (HRWPCF) is a key component of the Town of Manchester’s wastewater infrastructure. The facility includes multiple process areas with tanks and structures such as storage tanks, gravity thickeners, aeration basins, Actiflo units, and septage receiving facilities. Many of these structures require regular confined-space entry and maintenance activities where workers are exposed to fall hazards.

    To comply with current OSHA and industry safety standards and to protect personnel working at elevated openings and within tanks, the Town has determined that installation of dedicated davit crane fall protection systems is necessary. These systems will provide reliable anchorage points for fall arrest, retrieval, and material handling equipment at approximately twenty-five (25) critical locations throughout the plant.

    This project builds upon the Town’s ongoing commitment to safety upgrades at the facility, similar to previous fall arrest and guardrail improvement projects.

      Access to any Town of Manchester or related network is for the purposes of supporting this agreement. Any unauthorized use of that access will prompt immediate revocation of access rights and necessitate the use of other means for fulfillment of services in this agreement.
