    The Utility Intervention Unit (“UIU”) of the Department of State (“DOS”) has the statutory responsibility to represent the interests of consumers before the Public Service Commission (“PSC”) and the New York Independent System Operator (“NYISO”). DOS was awarded in funding for the specific purpose of strengthening the UIU’s wholesale electric markets consumer advocacy. After completing a competitive solicitation process, UIU contracted with Daymark Energy Advisors focusing on energy, capacity, and electric gas coordination issues. The vendor for this contract was awarded through a competitive RFP. There are several ongoing issues at the NYISO that require ongoing consultant support in the areas of capacity markets and energy markets and planning, which require an extension of the existing contract. By extending this contract for three months, the DOS UIU, and its mission to protect consumers, will benefit. New York’s energy policies are very dynamic, while the electric wholesale market is complex and its processes are intertwined.
