    The Washington Suburban Sanitary Commission, MD (the "WSSC"), is soliciting sealed responses for Dental Plan Administration. Responses are to be submitted via the Commission's eProcurement Portal via https://procurement.opengov.com/portal/wsscwater PRIOR TO 2:00 pm on Thursday, April 23, 2026. Late responses will not be accepted.

    Aon has been retained by WSSC Water to assist in the Request for Proposal (RFP) process for an experienced carrier to provide Dental insurance services for WSSC Water's active employees and retirees.

    Currently, WSSC Water offers Dental services through Delta Dental. WSSC Water is soliciting proposals from qualified carriers to provide Dental services to WSSC Water’s employees, retirees and their families effective January 1, 2027.

    WSSC Water requires an experienced Dental provider to support employees and their families across a variety of categories, including but not limited to:

    • Broad access to qualified, in‑network dental providers, supported by strong network management and credentialing.
    • Secure handling of member data and technology that protects privacy and meets HIPAA and other legal requirements.
    • Ability to accurately administer the current dental plan design.
    • Clear, timely, and useful reporting to support monitoring, budgeting, and decision‑making.
    • Strong organizational experience and qualifications, with appropriate references.
    • Clear contract terms, including provisions for compliance, privacy, confidentiality, and future contract termination.
    • Effective implementation support to ensure a smooth transition with minimal disruption.
    • Responsive member/customer service and proactive account management.
    • Meaningful clinical and quality programs that support oral health improvement

    Established in 1918, today WSSC Water is among the largest water and wastewater utilities in the nation, with a network of nearly 5,900 miles of freshwater pipeline and more than 5,600 miles of sewer pipeline. Serving 1.8 million residents in Prince George’s and Montgomery counties, WSSC drinking water has always met or exceeded federal standards.  Approximately 1,880 active employees and over 1,700 retirees participate in WSSC’s benefit programs.
