    Description

    The City of Papillion is soliciting requests for professional design and engineering services for a new trail extension, from Washington Street over to the Petersen Fields-Papio Creek Trail "onramp". Design and engineering for a new Trailhead located at approximately 431 E. First Street, which will include 8 new parallel, on street parking stalls, as well as a small parking area featuring 6 new parking stalls, a gazebo structure, sitting areas and a space for a new Heartland B Cycle station. A connection from the trailhead tot he new trail alongside the levee will also be featured at this location. Native landscaping to highlight the trailhead will also be needed. Map Attachment A.

    Background

    The City of Papillion has had a very strong history of a vibrant trail network throughout the city. The city wishes to add a connector trail from Washington Street, just to the east of the very popular gathering place at the First Street Plaza (102 S. Washington), to the existing trail at the Petersen Fields location (1001 E. First Street). This new trail will connect a vibrant downtown area and a newly renovated City Park, to the east along the northern side of the Papio Creek levee, to the 72nd Street Trail and the Sarpy YMCA. The new parking areas will allow for additional access not only to the trailhead at the 431 E. First Street trailhead location, but also to the downtown area as well, which has seen advanced parking challenges due to the popularity and growth of business in the downtown area. The design of the trailhead should mirror design and landscape elements currently in place at not only the First Street Plaza, but also those of the newly renovated Papillion City Park. We anticipate strong support of this connector by the Papio-Missouri River NRD., not just in concept but also with grant funding.

    Evaluation Criteria

    • Project Manager and Key Staff Experience (25 pts)

      Proposers shall provide the following information in this section:

      1. A Project Team Chart that identifies the project manager and key staff that will work on the project, their specific project responsibilities, and years of experience. 
      2. Any changes to the org chart will require City approval.
      3. Resumes of key staff that will work on the project including qualifications relating to design, construction, and analysis of water distribution systems.
    • Firm Experience (25 pts)

      Proposers shall provide the following information in this section:

      1. A description of the firm that provides general background about the organization, ownership, longevity, staff size, and services. Include the name of the firm, address and phone number, name and title of the responsible engineer who will work on the project, the office location where the majority of day-to-day work will be done, and addresses and experience of any sub- consultants that will be used to complete the design of the project.
    • Project Familiarity & Approach (30 pts)

      Proposers shall provide the following information in this section:

      1. A description of the firm that provides general background about the organization, ownership, longevity, staff size, and services. Include the name of the firm, address and phone number, name and title of the responsible engineer who will work on the project, the office location where the majority of day-to-day work will be done, and addresses and experience of any sub- consultants that will be used to complete the design of the project.
    • Previous Related Work Experience (20 pts)

      Proposers shall provide the following information in this section:

      1. qualifications of the firm as it relates to large trail design and small park settings representative project examples 
      2. Project references of up to three projects of similar size. Ideally, at least one reference for a large trail design and small park settings.

      1. Bidder specifically stipulates that the Bid/Proposal is predicated upon the acceptance of all terms and conditions stated in the solicitation without change except as otherwise expressly stated in the Primary Bidder Detail & Certification Form.  Objections or responses shall not materially alter the solicitation.  All changes to proposed contract language, including deletions, additions, and substitutions of language, must be addressed in the Bid/Proposal.  The bidder accepts and shall comply with all Contract Terms and Conditions.

      2. Bidder has reviewed the Additional Certifications, which are incorporated herein by reference, and by signing below represents that Bidder agrees to be bound by the obligations included therein;

      3. Bidder has received any amendments to this solicitation issued by the City; 

      4. No cost or pricing information has been included in the Bidder’s Technical Proposal; and,

      5. The person signing this Bid/Proposal certifies that he/she is the person in the Bidder’s organization responsible for or authorized to make decisions regarding the prices quoted and, Bidder guarantees the availability of the services offered and that all Bid/Proposal terms, including price, will remain firm until a contract has been executed for the services contemplated by this solicitation or (90) ninety days from the issuance of this solicitation, whichever is earlier.

    • SERVICE AND REGISTRATION CERTIFICATIONS (required)
      1. Bidder certifies that the Bidder organization has sufficient personnel resources available to provide all services proposed by the Bid/Proposal, and such resources will be available on the date the solicitation states services are to begin.  Bidder guarantees personnel proposed to provide services will be the personnel providing the services unless prior approval is received from the City to substitute staff;

      2. Bidder certifies that if the Bidder is awarded the contract and plans to utilize subcontractors at any point to perform any obligations under the contract, the Bidder will (1) notify the City in writing prior to use of the subcontractor, and (2) apply all restrictions, obligations, and responsibilities of the resulting contract between the City and contractor to the subcontractors through a subcontract.  The contractor will remain responsible for all Deliverables provided under this contract;

      3. Bidder either is currently registered to do business in Nebraska or agrees to register if Bidder is awarded a Contract pursuant to this solicitation. Bidders may register with the Secretary of State at:  sos.nebraska.gov and the Department of Labor at:  dol.nebraksa.gov/conreg

      4. Bidder certifies it is either a) registered or will become registered with the Nebraska Department of Revenue to collect and remit Nebraska sales and use taxes as required by Neb.Rev.Stat 77-2705; or b) not a “retailer” as that term is defined in Neb. Rev. Stat. §77-2701.32.  Bidders may register with the Department of Revenue online at:  https://revenue.nebraska.gov 

      5. The Bidder acknowledges that the City may declare the bid void if the above certifications are false.
