LETTER OF INTENT DESIGN‐BUILD SERVICES FOR I-81 VIADUCT PROJECT – PHASE 2, CONTRACT 7 PIN 3501.96 Contract # D900062 THE NEW YORK STATE DEPARTMENT OF TRANSPORTATION (NYSDOT) WILL ISSUE A REQUEST FOR QUALIFICATIONS (RFQ) TO OBTAIN A STATEMENT OF QUALIFICATIONS (SOQ) FROM FIRMS INTERESTED IN PROVIDING DESIGN‐BUILD SERVICES FOR I-81 VIADUCT PROJECT – PHASE 2, CONTRACT 7 LOCATED IN REGION 3 IN ONONDAGA COUNTY. This contract has an estimated value of $450-550 million. The I-81 Viaduct Project – Phase 2, Contract 7, will reconstruct approximately 1.25 miles of existing I-81 from Butternut Street to the existing Hiawatha Boulevard interchange (existing exit 23/exit 24) to become Business Loop 81 (BL 81). The work envisioned for this project will: · Reconstruct existing I-81/Proposed BL 81(I-81/BL 81) from Butternut Street to Hiawatha Boulevard including: o Reconstruct and widen I-81/BL 81 northbound (NB) to provide four (4) through lanes. o Reconstruct I-81/BL 81 southbound (SB) with three (3) though lanes. o Reconstruct and widen the shoulders adjacent to both the NB and SB through lanes. · Reconstruct the I-81/BL 81 NB partial interchange (exit 22) to become the new I-81/BL 81/Bear Street interchange including: o Demolish the existing I-81/BL 81 exit ramp to Sunset Avenue/Court Street. o Demolish the existing entrance ramp from Sunset Avenue/Court Street to I-81/BL 81 NB. o Construct a new exit ramp from I-81/BL 81 NB to Bear Street. o Complete construction of the new ramp from Bear Street to I-81/BL 81 NB. The bridge portion of this ramp (BIN 1080860) was constructed as part of Contract D265218 (I-81 Phase 1, Contract 3). · Reconstruct portions of the existing ramps from I-81/BL 81 NB to Park Street/Hiawatha Boulevard including: o Lengthen and reconstruct the I-81/BL 81 NB to Park Street/Hiawatha Boulevard exit ramp. The reconstructed ramp will pass under the new bridge carrying the NB entrance ramp from Bear Street (BIN 1080860), which was constructed as part of Contract D265218 (I-81 Phase 1, Contract 3). · Reconstruct portions of the existing Route 370 (Onondaga Lake Parkway)/Old Liverpool Road eastbound (EB) to I-81/BL 81 SB entrance ramps to reconfigure/consolidate the entrance to I-81/BL 81 SB including: o Reconstruct/combine the existing entrance ramps from Route 370 (Onondaga Lake Parkway)/Old Liverpool Road to I-81/BL 81 SB into a single I-81/BL 81 SB entrance ramp. o Remove guiderail separating the existing Route 370 (Onondaga Lake Parkway) and Old Liverpool Road ramps. · Reconstruct portions of the I-81/BL 81 SB to Hiawatha Boulevard/Destiny USA Drive/Bear Street ramp (exits 5A/5B/5C) and adjacent ramps/tie-ins including: o Reconstruct approach pavements for the structures listed in the table below. o Construct barrier between the I-81/BL 81 SB to Hiawatha Boulevard/Destiny USA Drive/Bear Street exit ramp and the reconstructed Route 370/Old Liverpool Road ramp. · Local street improvements, including: o Widen and restripe North State Street from Butternut Street to Ash Street. o Repave Catawba Street between North State Street and North Salina Street. o Construct a shared-use path and overlook along I-81/BL 81 between Court Street and Hiawatha Boulevard including lighting, signage, and pavement materials. A Best Value selection process will be used that will have two steps. A Request for Qualifications (RFQ) is anticipated to be issued in April 2026. Responses to the RFQ will be evaluated to establish a listing of Design‐Build firms that will be invited to submit Proposals in response to a Final Request for Proposals (RFP), scheduled to be issued in August 2026. The “Best‐Value” selection process will evaluate the ability of the Design‐Builder to manage the Design‐Build process, design, construct and control the Project to provide a quality product, on or ahead of schedule, for a reasonable lump sum price within the Department’s project budget. The RFQ will establish the pre‐qualification process for the firms seeking to be short listed as proposers and will provide full details of the Statement of Qualifications (SOQ) required from interested firms. The Department reserves the sole right, without incurring any liability, to change any aspect of the proposed procurement described above, including the right to not proceed with the procurement and/or right to proceed in a different manner or on a different timeline than as described above.
