In 2023, Collier County Transportation completed Phase 1 of this project. Phase 1 consisted of constructing the 4-lane roadway extension of Veterans Memorial Boulevard (VMB) from the intersection of VMB and Livingston Road west to the eastern entrance of the newly constructed Aubrey Rogers High School, approximately 1.5 miles west of Livingston Road.
The County is now preparing to complete Phase 2 of the VMB Extension project, which will connect from the terminus of Phase 1, extend west approximately 1.23 miles, cross Old 41, and terminate at the proposed intersection with US 41. Some right-of-way (hereinafter referred to as “ROW”) within the Phase II limits has already been acquired by the County (see attached exhibits below). The County does not have rights over the Seminole Gulf Railway (hereinafter referred to as “SGR”) crossing and the existing FPL easements.
Items of significant importance:
The County has contracted with a consulting firm to acquire the required environmental permits for Phase 2 of the project. It is anticipated that the South Florida Water Management District(hereinafter known as SFWMD) will allow the project to be “grandfathered” under the old permitting rules. The County has received a Request for Additional Information (hereinafter known as RAI) since the application was submitted, and the Consultant is working through to demonstrate conformance to the grandfathering criteria. Another significant issue is that the District has requested modifications to three additional ERPs within the project limits: Mercedes-Benz (11-03669-P), Triangle Parcel (11-02353-P), and Turtle Creek (11-01367-P). Final Permits are anticipated to be approved by early 2027. However, if by the 60% phase, the Environmental Consultant does not obtain permits, this work will be included in the scope of services.
Other initiatives connected to the project but not included in the improvements are:

• Imperial Lakes Development, located adjacent to the future roadway on 78.48 acres of land with Parcel ID 00153160004, will enter into a Developer Contribution Agreement (DCA) with the County. The plan is for the developer to design and obtain permits for the four-lane extension of Veterans Memorial Boulevard from the current terminus of Phase 1 to the SGR eastern limits. This DCA is still pending approval by the Board of County Commissioners (Board).
• The North Collier Fire Control District is proposing a new fire station on the northwest side of US41 and north of Old 41 (immediately across from where VMB intersects Tamiami Trail. The project is currently in the County’s development review, seeking approval of its site development plan (SDP). The District would also like to install a temporary signal at US41 and future Veterans’ Memorial Boulevard.
The developers hope to complete the project in late 2027, ahead of the VMB Phase II construction. Coordination of this project can be done through Kristopher Thomas, Assistant Chief of Essential Services. His contract information is:
