DESOTO COUNTY FIRE STATION NO. 2 – SAFE ROOM DESIGN & PERMITTING SERVICES SCOPE OF SERVICES Solicitation No. 26-12-00RFQ DeSoto County has obtained a Community Development Block Grant Disaster Recovery (CDBG-DR) through the State of Florida Department of Commerce for the construction of a Safe Room at the existing Fire Station 2 located at 8789 SW Co Rd 761, Arcadia, FL 34266. The County wishes to select a qualified Florida Registered Professional Engineer to perform the complete design work associated with this project and as outlined in the Subrecipient Grant Agreement (FloridaCommerce Agreement No.: HI026). A Safe Room ensures the vulnerability of the structure does not compromise the life and safety of the County’s emergency response staff. The Safe Room will be required to be designed to meet all applicable codes including standards for the design of storm shelters and must be ADA Accessible. The current building is constructed using a steel frame structure with aluminum siding. The Safe Room will be attached to the main structure but will be an independent structure with poured concrete walls and steel fire doors opening to exterior and the to existing building interior. The Safe Room is intended design to provide “near-absolute protection” for it’s occupants in accordance with FEMA P-361 Design and Construction for Community Safe Room including applicable ICC 500 and ASCE 7 standards. The Safe Room will utilize existing emergency generator. The HVAC system will be a new mini-split system. The interior will be finished with drywall, interior trim and flooring. The total Safe Room dimensions are approximately 18’ 7” by 14’ 6” with an allowable maximum occupancy of 13 paramedics, firefighters and fire administrative staff. The work will generally include: • The creation of a full design package, signed, and sealed but a Professional Engineer (PE) licensed in the State of Florida, including engineering drawings, specifications, construction cost estimate, surveys, and any other reports, documents or information relevant to the project that meet all local current hurricane ratings, local codes and building codes. • Providing copies of all permit applications, correspondence with permitting agencies, final permits, and any other permit-related documentation for the project. I. FIRMS' EVALUATIONS AND SELECTION The County shall follow the procedures of the Consultants’ Competitive Negotiation Act, Title XIX, Chapter 287, Section 055 of the Florida Statutes. Refer to the Instructions to Bidders and Sample Ranking Form for selection criteria. II. SCHEDULE The following schedule shall be adhered to in so far as practical in all actions related to this procurement: Proposal Advertising Date April 28, 2026 Pre-Solicitation Meeting May 12, 2026 Proposal due date May 28, 2026 Discussions, Ranking Meeting June 2026 Negotiations Complete June 2026 Board of County Commissioners Approval June 2026 Notice to Proceed June 2026 Design and Permitting Complete July 31, 2026 Note: Per Florida Statute 119.071, General exemptions from inspection or copying of public records 2. Sealed bids, proposals, or replies received by an agency pursuant to a competitive solicitation are exempt from s. 119.07(1) and s. 24(a), Art. I of the State Constitution until such time as the agency provides notice of an intended decision or until 30 days after opening the bids, proposals, or final replies, whichever is earlier. III. MINIMUM QUALIFICATIONS In order to be considered for award of this project firms must meet the minimum requirements as set forth below. • Respondents, both corporate and individual, must be fully licensed and certified in the State of Florida as required by F.S 471.023 for the type of work performed. Any submittal which does not demonstrate the license or certifications will not be considered for award. • Submitting firms must demonstrate experience in working in similar sized structures. Emergency shelter facilities or safe room experience is desired, but not required. IV. DELIVERABLES • 60% Submission - Shall include 60% design documents, including plans, technical specifications, engineer's estimate. Submission shall include PDF file of all requirement documents. • 90% Submission - Shall include 90% design documents marked “DRAFT”, including plans, technical specifications, engineer's estimate. Submission shall include PDF file of all requirement documents. • Final Submission - Shall include final signed and sealed documents in PDF files, AutoCad files using 2020 Version or newer, eight (8) original hard copies and all required permits. V. PROGRESS MEETINGS At a minimum, the awarded RFQ Respondent shall plan on a kick-off meeting and field visit, a meeting at the 60% phase to review the preliminary cost analysis and meetings at and 90% deliverable levels. These meetings shall be held at the County office with the awarded RFQ Respondent's project manager and supporting staff in attendance. At DeSoto County’s discretion meetings may be held virtually. Additional meetings may be required to resolve comments throughout the design. Additional meetings may be held in person, virtually or via telephone conference. VI. BUDGET The engineering design budget is $21,000.
