    The County has issued this Request for Qualifications (RFQ) with the sole purpose and intent of obtaining Statements of Qualification (SOQ) from interested and qualified engineering firms (Proposers), licensed to practice in the State of Florida, offering to provide professional services for the Development of a Safety Action Plan and Crosswalk Connection Demonstration Activity for a Safe Streets and Roads for All (SS4A) Project, in accordance with the specifications stated herein. This project includes the development of a safety action plan for Walton County and the design and construction of a Crosswalk Demonstration Activity for CR 30A and Scenic Gulf Drive ( CR 2378) corridors.

    This solicitation is made in accordance with the provisions of Chapter 287.055, Laws of Florida, known as the Consultants’ Competitive Negotiation Act (CCNA) and with the specifications stated herein.

    Background

    Walton County Board of County Commissioners (County), through its Engineering Department, is soliciting Statements of Qualifications (SOQ) from qualified professional services firms to provide consultant services for the development of a Safety Action Plan (SAP) and implementation of a Crosswalk Connection Demonstration Activity along the CR 30A and Scenic Highway 98 corridors. This project is funded under the U.S. Department of Transportation Fiscal Year 2024 Safe Streets and Roads for All (SS4A) Grant Program, Federal Award No. 693JJ32640486.

    This solicitation is issued in accordance with Chapter 287.055, Florida Statutes (Consultants' Competitive Negotiation Act, CCNA), and applicable federal procurement requirements under 2 CFR Part 200. Selection will be based solely on qualifications. No pricing or cost proposals shall be included in response to this RFQ.

      Understanding of dual-phase scope; Safe System Approach application; community engagement methodology with focus on underserved populations; data analysis capability; NEPA coordination experience; monitoring and reporting plan for demonstration activities

      Tie submittals: preference shall be given to Consultants with drug-free workplace programs. Whenever two or more SOQs from equally qualified Consultants are received by the state or by any political subdivision for the procurement of commodities or contractual services, an SOQ received from a Consultant that certified it has implemented a drug-free work place program shall be given preference in the award process. Established procedures for processing tie submittals will be followed in none of the tied Consultants have a drug-free workplace program. In order to have a drug-free workplace program, a business shall:

      1. Publish a statement notifying employees that the unlawful manufacture, distribution, dispensing, possession or use of a controlled substance is prohibited in the workplace specifying the actions that will be taken against employees for violations of such prohibition.
      2. Inform employees about the dangers of drug abuse in the workplace, the business’s policy of maintaining a drug-free workplace, available drug counseling, rehabilitation providing employee assistance programs, and the penalties that may be imposed upon employees for drug abuse violations.
      3. Give each employee engaged in providing the commodities of contractual services that are under bid a copy of the statement specified in paragraph #A.
      4. In the statement specified in paragraph #1, notify the employees that, as a condition of working on the commodities or contractual services that are under bid, the employee will abide by the terms of the statement and will notify the employer of any conviction of or pleas of guilty or no contest to, and violation of Chapter 893 or of any controlled substance law of the United States or any state, for a violation occurring in the work place no later than five (5) days after such conviction.
      5. Impose a sanction on or require the satisfactory participation in a drug abuse assistance or rehabilitation program if such is available in the employee’s community, by any employee who is so convicted.
      6. Make a good faith effort to continue to maintain a drug-free workplace through implementation of this section.
