    Description

    The City of Flagstaff, AZ is requesting Proposals for Development of Workforce Housing on City-Owned Land. Proposals are to be submitted on or before Tuesday, March 31, 2026 at 12:00 pm via the City's eProcurement portal at https://procurement.opengov.com/portal/flagstaffaz. Late Proposals will not be accepted.

    Background

    Policy Background

    On December 1, 2020, the City Council declared a Housing Emergency and committed to prioritizing affordable housing within city operations to create safe, decent, and affordable housing opportunities for all community members. A 10-Year Housing Plan was developed to address the Housing Emergency by summarizing the City’s immediate and long-term needs and strategies for improving housing affordability.

    The Plan’s overarching goal for the next decade is to reduce the current affordable housing need in the community by half:

    Element one: Impact at least 6,000 low-to-moderate income Flagstaff residents through a combination of unit creation or subsidy provision.

    Element two: Create or preserve 7,976 housing units by 2031 with a minimum of 10% of them being affordable. This will increase the overall supply of market rate, workforce, and affordable housing occupied by local residents.

    Limited land and limited housing supply relative to demand, construction costs, mortgage interest rates, all are contributing to the increase in housing costs in the city. The Plan includes the following strategy specific to affordable development on city-owned property:

    Create 5.9: Prioritize the development of City of Flagstaff owned land designated for affordable housing and evaluate other city-owned parcels for affordable and mixed-income housing.

    Flagstaff has experienced significant growth in housing demand, with the cost of living being 21.2% higher and housing costs 51.6% higher than the national average. The median home price in Flagstaff is currently $685,000, while the average rental price for a 2-bedroom unit is $1,955 monthly. The median income for a household of four is $101,900. Flagstaff’s low-income households earn no more than $87,250 annually, with 38.9% of all households with rent or mortgage payments classified as housing cost burdened.

    Flagstaff’s housing stock is primarily comprised of either low-density, single-family homes or high-density apartment buildings. Roughly 15% of all residential units are second homes or short term-rentals, which increases demand for the remaining available units among local residents. The City of Flagstaff is committed to increasing the variety of housing types available to residents, particularly on city-owned land. While below market housing units are preferred to address these issues, the City recognizes this may not be feasible and welcomes proposals of all types to ensure the land is developed into housing.

    Evaluation Criteria

    • A. Concept to Activate Site (30 pts)

      Please provide a clear picture of the concept to activate the site, using lists, narrative descriptions, images, sketches or any other relevant means of communicating to provide the reviewers with the proposer's vision for the site.

      • Describe the concept to activate the site – number of units, building height, illustrative plan, home type (e.g., apartment, townhouse, duplex, triplex, etc.), unit mix, approximate square footage of each unit, etc.
      • Indicate whether proposed units are ownership or rental
      • Identify the intended market served by the project – affordable, mixed-income, market – and please describe within the context of local incomes and/or targeted professions
        • Provide proposed rental rates or sales prices and how they tie to the intended market identified above
      • Describe how the project is an efficient use of the parcel
      • Provide a project timeline with major milestone estimates up to and including projected occupancy in Gnatt format
      • Describe any specific requests that the City of Flagstaff can reasonably accommodate
      • Describe any anticipated impacts to existing neighborhood character as well as any community amenities being provided

       

    • B. Return to the City (30 pts)

      Please demonstrate the value to the City of Flagstaff provided by the proposal. Please use lists, narrative descriptions or any other relevant way to describe the project that will tangibly establish benefit for the city.

      • State method of property transfer for this project – purchase, lease or other
        • If applicable, please describe:
          • Purchase price, any contingencies on closing, and include the reasoning for this offer in connection with the Return to the City.
          • Lease rent or a formula for determining rent, any contingencies for commencement of the lease and payment of rent, and include the reasoning for this offer in connection with the Return to the City.
      • If any affordable units are being created, please describe what Average Median Income (AMI) will be targeted and how long the units will remain affordable
      • Describe lease term length and the post-lease plan for the property
      • Describe funding sources for development, and any known funding gaps that may impact the proposal’s score
        • Include a plan to address these gaps and a timeline for when these solutions will be known
      • Describe how the proposal implements other City plans or goals

       

    • C. Qualifications and Experience of Proposer (25 pts)

      Please provide the reviewers with information on the development team including relevant experience and capacity to fulfill this project. Please use lists, narratives, or other relevant information to describe the development team that will be working on the project.

      • Describe the qualifications of the development team including:
        • Overall experience
        • Resumes showing experience for each core team project member who will be working with the City of Flagstaff on this project
      • Name of corporate entity, corporate status, length of time in business (City may request                financial statements)
        • Description of current certifications and licenses of team members and, if known, proposed subcontractors
      • Provide no more than three examples of prior residential projects within the last 10 years, including:
          • Project name and Address
          • Project size
          • Target market
          • Rental or ownership
          • Project timeline (concept, construction, completion)
          • Were projects delivered within budget and on time? If not, why?
          • Project’s capital funding, including types, amounts of equity or debt/financing and if alternative funding was acquired, what and how?
          • List at least one challenge encountered during the project and how it was resolved
          • Indicate any experience working in similar climates and geographies to Flagstaff
      • Any other qualifications that uniquely prepare the development team to deliver the proposed project.
    • D. Financial Capacity of Proposer (20 pts)

      Please provide thorough financial planning from the Proposer to ensure an efficient development process with established funds. If the Proposer is relying on funds to be provided by the City, this may reduce the proposal’s score.

      • Demonstrate a proven ability to finance the project. Please provide the following details to establish this track record:
        • Details of successful financing on previous projects
        • Ability to finance the proposed project – projected funding sources, letters of financial commitments, etc.
        • Any pre-approved funds from lenders
        • Budgets for the predevelopment, development, operation and maintenance costs thereafter
        • Any other details that uniquely qualify this development team in this category
      • Restate if any reasonable funding or accommodation will be asked of the City, under the Incentive Policy for Affordable Housing (IPAH) or otherwise. Proposer must clearly describe all anticipated financial, technical, or other gaps in their capacity to deliver the project.
      • Restate the method of transfer (purchase, lease or other) and establish funding sources

       

    • E. Competence of Proposal (5 pts)

      Please ensure all proposal elements are complete. Provide thorough answers that are well written, easy to follow, use correct grammar and fit the needs of the City. Please also ensure organizational capability is demonstrated in each aspect of the proposal.

       

      The City reserves the right to conduct a second phase consisting of interviews, follow up questions, and requests for additional information. The City also reserves the right to negotiate with the successful proposer regarding final terms of the purchase and sale agreement or lease. Any such negotiations shall not result in a competitive advantage to the successful proposer that was not afforded to other proposers.

      Pursuant to Section 11.3(A)(7) of the Procurement Code Manual, information provided in a Proposal shall be confidential so as to avoid disclosure of contents prejudicial to competing Proposers during the process for evaluation. Proposals shall be open for public inspection after Contract award. Except to the extent a Proposer designates, and the Director of Procurement concurs, trade secrets or other proprietary data contained in the Proposal documents shall remain confidential. 

      If a Proposer believes that part of a Proposal is a trade secret or contains other proprietary data, a Proposer shall mark the page(s) “CONFIDENTIAL” and isolate the pages as an attachment to this form. A Proposer shall also include an explanation why the information is a trade secret or contains other proprietary data.

      Requests to deem the entire Proposal as confidential will not be considered.

      A Proposer must provide notice if it would like confidential information returned after final Contract award (and a Proposer is not selected for contract award). A Proposer is responsible for pick-up.

      Upon City Council Contract award, information submitted in response to a Solicitation is subject to disclosure pursuant to the Arizona Public Records Law. A.R.S. § 39-121, et seq. If a Proposer has clearly marked its trade secrets or other proprietary information as “confidential”, the City will endeavor to notify the Proposer prior to release of such information.

      COOPERATIVE PURCHASES (FORM)

      The City is a member of Flagstaff Alliance for the Second Century, along with the Coconino County Community College District, Northern Arizona University, Coconino County and Flagstaff Unified School District. The City is also a member of the Strategic Alliance for Volume (S.A.V.E.). Expenditures, consisting of numerous municipalities, counties, universities, colleges, schools and Arizona State agencies. Cooperative purchasing arrangements are authorized by state law and allow a Proposer to sell services and materials to any member of a cooperative group under the same pricing, terms and conditions of Contract awarded to the Proposer following a competitive procurement process.

      Will the Proposer offer the goods and services solicited here to other members of the Flagstaff Alliance for the Second Century and S.A.V.E. under the same pricing, terms and conditions?

      The City will not reject the Proposal or consider it to be non-responsive if the Proposer answered “No”. However, if the answer is “Yes”, and a Contract is approved, others may seek to do business with you under the same terms and conditions, subject to your approval.
