    Description

    Charleston County School District is seeking Proposals for District Wide Courier Services for Charleston County School District. Proposals are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/ccsd, no later than 2:00 pm on Tuesday, June 30, 2026.

    Background

    Charleston County School District is requesting proposals from qualified established companies to provide District Wide Courier Services as specified within this solicitation.  Qualified established companies shall provide all supplies, equipment, vehicles, fuel, maintenance and accessories for a turnkey District Wide Courier Services operation.

     

    Charleston County School District is the second largest school district in the state of South Carolina.  It consist of approximately eighty-eight (88) schools, one (1) District Office, one (1) Operations Division Center and multiple Constituent District Offices.

     

    MAXIMUM CONT RACT P ERIOD – Estimated September 1, 2026 through August 31, 2031 (Five years - One year with with the option to renew annually for four additional one year periods).

    Dates provided are estimates only. Any resulting contract will begin on the date specified in the notice of award.

    Evaluation Criteria

    • DEMONSTRATED EXPERIENCE, QUALIFICATIONS AND FINANCIAL STABILITY (40 pts)

      Evidence of the Offeror’s ability to successfully perform all services and tasks outlined in this Request for Proposals (RFP), including demonstrated experience, technical qualifications, financial stability, and the ability to address CCSD’s operational needs and service requirements. Evaluation may include, but is not limited to, the following:

      • Experience providing this type of service
      • K-12 specific experience providing this type of service
      • K-12 references for similar services provided
    • NARRATIVE OF TECHNICAL APPROACH (35 pts)

      Completeness of the proposal response to the requirements and scope of work outlined in this Request for Proposals (RFP), including the Offeror’s demonstrated understanding of the project and proposed technical approach to performing the required services. Evaluation may include the overall quality, detail, and evidence provided to support the Offeror’s ability to successfully meet the objectives, operational needs, and service expectations of the District.

    • TOTAL COST OF PROPOSAL (25 pts)

      Cost of the proposal as provided in the Pricing Proposal section for the services described in this RFP.

    • The Offeror shall be from an established company providing similar solutions for a minimum of three (3) years. (required)

      In order to evaluate your responsibility, offeror shall submit the following information or documentation for the offeror and any subcontractor, if the value of subcontractor's portion of the work exceeds 10% of your price (if in doubt, provide the information) with proposal or within two (2) days of request by CCSD:

      1. Include a brief history of the offeror's experience in providing work of similar size and scope.
      2. List of failed projects, suspensions, debarments, and significant litigation.
      3. Disclosure of any credit holds during the past 24 months.
