Shaffer County Manager MEMORANDUM DATE: July 7, 2025 TO: File FROM: Bill Taylor, Procurement Manager, CPO Via: Justin Martinez, Utilities Operations Foreman Travis Soderquist, Public Works Department Deputy Director RE: Declaration of Emergency to Procure the Necessary Repairs to a Water Service Line Leak Located at 3 Desert Rain in Las Campanas in Santa Fe County, New Mexico ISSUE At 4:00 pm Wednesday, July 2, 2025, the Public Works Department Utilities Division was notified of water flowing down the street off Los Sueno’s Trail and the intersection of 3 Desert Rain in Las Campanas Subdivision. Upon Public Works Utility Staff investigation, an air relief line that is connected to a 10- inch water main was hit by a boring machine. The crew determined that a contractor would be required to excavate the line and make repairs to the main water line. The County Chief Procurement Officer authorized the Department to take all action necessary to contract a contractor that could quickly mobilize to make the repairs. Sub Surface Contracting, Inc. was currently working in the area and was the first to respond and make the necessary repairs. Repairs were completed by 9:30pm July 2, 2025. DETERMINATION: Customers were without water with this water main break, as well as fire suppression for the area. It is therefore the written determination of the County Procurement Manager to make the declaration of emergency for the repairs as there exists a threat to the public health, welfare and safety, pursuant to 13- 1-127 Emergency Procurements.
