    Description

The City of Hampton, Georgia (the “City”), is requesting proposals from qualified, licensed, and experienced signage fabrication and installation contractors to provide complete turnkey services for the Downtown Signage and Wayfinding Fabrication and Installation Project (the “Project”).

This RFP is issued in full compliance with the City of Hampton Purchasing Policy. The solicitation follows competitive procurement requirements for expenditures of this nature, including formal solicitation, evaluation by a designated Evaluation Committee, and required approval of the resulting contract. The process ensures transparency, fairness, competition, and protection of public funds while enhancing the aesthetic appeal, wayfinding, and economic vitality of Hampton’s historic downtown.

The successful proposer will serve as the prime contractor responsible for shop drawings, material procurement, fabrication of all signs per the provided designs (including foundations/bases, structural elements, and mounting hardware), electrical work for illuminated and LED signs, permitting and regulatory compliance (City, GDOT, Historic Preservation), installation at all specified locations, removal and disposal of existing signs being replaced, site restoration, testing, training (particularly for the programmable LED sign), close-out documentation, and warranty support.

The basis of design is the attached “City of Hampton Gateway Signage Project – 90% Construction Documents” (the “Construction Documents” or “CDs”) prepared by CPL and sky design, together with the “City of Hampton Downtown Signage Map.kml” which defines the project area polygon and key placement locations. Proposers must thoroughly review both documents. The scope specifically includes all street signs (Street ID family and related), building identification signage for City Hall, Hampton Police Department, and the Train Depot, Primary Gateway Monuments and other sign families within or serving the downtown project area, plus one (1) new programmable LED digital sign to replace the existing non-functioning analog sign in front of the Train Depot (power available at location; install at existing sign location or as approved to match aesthetic).

This is a high-visibility downtown revitalization project located within the Main Street Historic District and DT-MU Downtown Mixed Use District. Protection of the historic character, minimization of disruption to downtown businesses and events, and highest standards of craftsmanship and installation quality are paramount. The City expects the selected contractor to begin work as soon as possible after award and Notice to Proceed (NTP), with a realistic yet aggressive schedule to deliver substantial completion in a timely manner.
