    Description

    The City of Ridgefield is accepting sealed bids for P23016-2: Eastside Elevated Water Reservoir to be received no later than Thursday, February 26, 2026 at 4:00 p.m.

    The City of Ridgefield is seeking bids from highly qualified contractors to provide all labor, supplies, equipment, and materials for the construction of a 2.5-million-gallon composite elevated water reservoir, foundation and soil improvements; site grading and surfacing; installation of water, electrical power, telecommunications, irrigation, and stormwater utilities; landscaping and installation of security fencing, gates and surveillance equipment, site improvements and other work. All work shall be completed in accordance with the attached Contract Plans, Contract Provisions, and the Standard Specifications.

    The Work shall be fully complete within five hundred and two (502) Working Days from the Notice to Proceed.

    The contract is subject to federal prevailing wage rates under the Davis-Bacon Act (40 U.S.C. 3141 et seq). All work performed on the project will be subject to the higher of the prevailing state or federal wage rates.

    This project is fully or partially funded through the Washington State Drinking Water State Revolving Fund (DWSRF) Program with federal funds from the U.S. Environmental Protection Agency. General contractors and all subcontractors must meet DWSRF requirements and provisions.

    This contract is subject to federal statutory requirements of the American Iron and Steel (AIS) Act.

    Small, Minority- and Women-owned firms are encouraged to submit bids.

    All Contractors must be licensed to conduct business in Washington State.

    Bid packages may be viewed and downloaded via the City’s e-Procurement Portal at  https://procurement.opengov.com/portal/ridgefieldwa. Bidders are required to register for a free account via the City’s e-Procurement Portal hosted by OpenGov Procurement.  Once the bidder has completed registration, you will have access to download the Invitation to Bid and will receive addenda notifications to your email by clicking “Follow” on this project. Ultimately, it is sole responsibility of each bidder to periodically check the site for any addenda at https://procurement.opengov.com/portal/ridgefieldwa.

    All project or contract language specific questions, requests for substitutions or changes, or requests for clarification must be submitted via the City’s e-Procurement Portal, located at https://procurement.opengov.com/portal/ridgefieldwa by 4:00 p.m. on Thursday, February 12, 2026. Incomplete or late inquiries may not be considered.

    Bidders will have the option of submitting their packets online via the City’s e-Procurement Portal hosted by OpenGov Procurement, by hand delivery, or United States Postal Service.

    If choosing to submit online, electronic sealed bids must be received by the City through the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/ridgefieldwa no later than 4:00 p.m. (Pacific Time) on Thursday, February 26, 2026. This is the preferred method. Bids received after the specified time will not be accepted. The City’s e-Procurement Portal Clock is the official clock for the determination of all deadline dates and times.   Without exception, responses will not be accepted after the submission deadline regardless of any technical difficulties such as poor internet connections.  The City strongly recommends completing your response well ahead of the deadline. Bids received by fax or E-mail will not be accepted.

    If the electronic submission process is not an option, the City will also accept hand delivered or mailed bids that shall be placed in a sealed envelope which clearly states the name of the bidder, the date of the bid opening, and the title “Eastside Elevated Water Reservoir”. Hand delivered bids shall be delivered to Ridgefield Administrative and Civic Center (RACC) building, 510 Pioneer Street, Suite B, Ridgefield, Washington 98642. Bid opening will be held in the conference room located in the RACC building and will be held virtually for interested parties who are unable to attend in-person. Bids that are not received by bid closing of 4:00 p.m. local time, Thursday, February 26, 2026, will not be considered complete and will be forfeited.

    Bids delivered via United States Postal Service shall be enclosed in another envelope that is addressed to the attention of the Procurement Coordinator, City of Ridgefield, P.O. Box 608, Ridgefield, Washington 98642. Mail to the City of Ridgefield is received by 10:00 a.m. each day. Bidders may call the Procurement Coordinator to verify receipt of their bid. Bids that are mailed and not received by bid closing of 4:00 p.m. local time, Thursday, February 26, 2026, will not be considered complete and will be forfeited.
