    The Colorado Department of Corrections (CDOC) is issuing this formal Notice of Proposed Sole Source Procurement regarding its intent to purchase highly specialized learning education products and formats. Based on an internal assessment and market research, the CDOC has made the determination that EBSCO IND Inc. is the singular source capable of providing a commercial off the shelf Educational Research Database that can be accessed and used by an unlimited number of incarcerated individuals participating in a post-secondary educational program. Access to this Database is proprietary and can only be authorized through EBSCO IND Inc. and is the only known research database designed to work for correctional education environments. The CDOC has determined that EBSCO IND Inc. is the sole source for this programming. It is the Department's belief that no other vendor or entity currently offers a comparable curriculum or proprietary formats that meet the precise requirements and established standards of the Department. Consequently, the unique educational content and delivery mechanisms provided by EBSCO IND Inc. are considered indispensable for achieving the desired educational outcomes. This Notice of Proposed Sole Source is officially published to ensure transparency and to provide a fair opportunity for any potential competitors, vendors, or other interested parties to submit comments and/or formal objections concerning the CDOC’s determination that EBSCO IND Inc. is the only entity from which to obtain this specialized programming.
