Evaluation Criteria

• Pricing – 50% (50 pts) —
  • Total lump‑sum price for complete construction per the IFC drawings and specifications.
  • Competitiveness and reasonableness of unit prices (conduit, cable, poles, assemblies, restoration, and alternates).
  • Clarity and completeness of the cost breakdown.
  • Consideration of field‑verified quantities, adders, and allowances.
• Contractor Qualifications & Relevant Experience - 10% (10 pts) —
  • Experience performing similar distribution work, including overhead primary, URD primary, riser installations, sectionalizing cabinets, transformer installations, and trench construction.
  • Demonstrated competency with NESC compliance, sag/tension work, and utility‑grade URD installation.
  • Qualifications and certifications of key personnel and subcontractors.
  • Safety record, EMR, and OSHA compliance.
• Schedule & Capacity to Perform – 20% (20 pts) —
  • Ability to meet or exceed the City’s desired construction timeline.
  • Availability of equipment, crews, and materials.
  • Proposed schedule detail (mobilization, removals, overhead work, trenching, URD installation, S1/T1 installation, testing, energization, restoration).
  • Demonstrated capacity to complete work without delays or resource conflicts.
• Past Experience With the City of Granbury – 20% (20 pts) —
  • Experience performing similar distribution work, including overhead primary, URD primary, riser installations, sectionalizing cabinets, transformer installations, and trench construction.
  • Demonstrated competency with NESC compliance, sag/tension work, and utility‑grade URD installation.
  • Qualifications and certifications of key personnel and subcontractors.
