    QUESTIONS ARE DUE on or before 3:00 PM on MARCH 4, 2026: generalservices@orangecountygov.com I. Scope. The County of Orange (“County”) on behalf of Valley View Center for Nursing Care and Rehabilitation (‘Facility”) is seeking bids from qualified offerors for an Electronic Medical Record (EMR) and Financial Accounting System (“Solution”) . The County is seeking ONE solution that addresses the requirements of EMR and Financial Accounting System II. Objectives. The objective is to successfully implement a web based web Solution that will enable the County to manage its Electronic Medical Records and Financial Accounting System on one platform. That system includes the following functionalities: Electronic Health Records, Computerized Physician Order Entry, EPrescribing, Electronic MAR/TAR, Lab and Radiology Results, 24-Hour Reporting, Accidents and Incidents, Progress Notes, Clinical Assessments, MDS, Care Planning, CNA Instructions, Rehabilitation Therapy Documentation, Document Management, Nutrition Management, Fall Risk Management, Timely Access to Data Systems, Revenue Cycle Management, Centralized Billing Processing, Exception Based Workflow, Automated Workflow, Claims Management, Bundled Payments, Regulatory Items Releases, Collections, and Resident Trust Fund. III. Contract Award. The successful offeror (“Vendor”) awarded a contract under this RCO ( “Contract”) must deliver ONE fully integrated business and technology cloud-based, software as a service (“SaaS”) solution that meets the requirements set forth in this Scope and the Specifications portion of this RCO. Only one (1) Contract will be awarded under this RCO. If an offeror does not provide a full integrated Solution, it must identify in its proposal the provider with whom it will partner with the Solution specified in this RCO, detailing the portion(s) of the Solution that will be delivered by such partner providers. If such offeror becomes the Vendor, the Contract will be between the County and Vendor, with the Vendor’s partner provider being its subcontractor under the Contract. Business enterprises awarded an identical or substantially similar procurement contract within the past five years: None.
