The Nevada County Behavioral Health Department is inviting proposals from qualified firms that specialize in substance abuse treatment who are interested in providing services included in the Substance Use Continuum of Care. Nevada County Behavioral Health is seeking proposals for the following in person service types: Prevention and Early Intervention. Nevada County is a small, rural, mountain community, home to an estimated 103,000 individuals. The county lies in the heart of the Sierra Nevada Mountains and covers 958 square miles. Only 33% of Nevada County’s population live in incorporated areas, with 17% in the Town of Truckee, 13% in the City of Grass Valley, and 3% in Nevada City, while 67% live in the outlying unincorporated areas. Over 93% of the Nevada County residents identified their race as White, while over 3% of residents combined identified their race as African American, Asian, American Indian, Alaska Native, Native Hawaiian and Pacific Islander. An estimated 85.4% of the population identified as Non-Hispanic or Latino and 9.5% of the population of Nevada County identified themselves as Hispanic or Latino. Therefore, Nevada County’s one threshold language is Spanish. 23% of Nevada County’s residents are over 65 years of age as compared to the statewide average of 13.9%. As of January 2023, 28% or about 26,872 residents are Medi-Cal recipients. The contracts awarded to the selected proposers as a result of this RFP will be effective for an initial term of one year from approximately September/October 1, 2026 through June 30, 2027. Nevada County reserves the right to renew these contracts for two additional one-year periods, based on satisfactory performance, mutual consent, and available budget. This Request for Proposals (RFP) is for Substance Use Outpatient services provided as an embedded contractor in both a school-based setting and Children’s Behavioral Health to Nevada County Medi-Cal members within the DMC-ODS system of care, for programs serving Western Nevada County. This RFP includes a description of the scope of work, proposal requirements, and instructions for submitting your proposal.
