The Ocean County Board of Commissioners is requesting qualifications for the services for Energy Consulting Services.

Evaluation Criteria

• Proposer’s Understanding of the Scope of Work (20 pts) —
  1. • Demonstrates a thorough understanding of the purpose and scope of the work
     • Fully responds to all questions set forth herein
     • Proposal depicts a logical approach to fulfilling the requirements of the RFQ
• Qualifications of the Individuals Involved (25 pts) —
  1. • Individuals assigned to the project have experience of similar projects
     • Resumes are complete and demonstrate backgrounds that would be desirable for individuals engaged in work on this project
     • Extent of the applicable education and experience of the personnel designated to work on the project
• Experience & familiarity of the Scope of Work (20 pts) —
  1. • Demonstrates experience in completing similar projects
     • Extent of proposer’s familiarity with the requested service
     • How well subcontractor measures up to the evaluation used for the proposer (if applicable)
• Ability to Perform the Tasks in a timely fashion, including staffing levels (5 pts) —
  1. • Show sufficient levels of staffing relative to the requested scope of work
     • Ability to perform the tasks in a timely fashion, including staffing levels
• Contractual Conditions (25 pts) —
  1. • Provide required documents and requested information
     • Provide sample Certificate of Insurance evidencing the required levels of insurance coverage
     • Provide letters of reference
     • State if requesting any modification to the specifications
• Location (5 pts) —

  Location (distance) of primary office in relation to the County administrative office.

• CONTRACT INFORMATION (required) —

  Should your company be awarded a contract with Ocean County, please provide the contact name, contact phone number and the physical mailing address where the contract documents should be mailed.  (no email addresses, please!)

• Certificate of Employee Information Report —

  Within seven (7) days after receipt of the notification of intent to award the contract or receipt of the contract, whichever is sooner, a Contractor should present one of the following to the County of Ocean:

  (a) An existing federally approved or sanctioned affirmative action program.

  (b) A New Jersey Certificate of Employee Information Report Approval.

  (c) If the Contractor cannot present "a" or "b", the Contractor is required to submit a completed Employee Information Report (Form AA302). This form will be made available to the Contractor by the County of Ocean.
