    Description

    The City of Victor, Colorado (“City”) is soliciting proposals from qualified Energy Service Companies (“ESCOs”), engineering firms, and/or design-build teams to provide comprehensive energy performance contracting services, including engineering, design, procurement, construction, commissioning, and related implementation services for municipal energy and resiliency improvements. The City has completed preliminary planning and feasibility work related to multiple energy and resiliency projects and seeks a qualified partner to finalize design, validate performance, and implement identified improvements through an Energy Performance Contract (“EPC”) or similar guaranteed savings/performance-based arrangement. Respondents shall acknowledge that: Existing project documentation shall be incorporated into the final design process; The City expects respondents to leverage prior work completed to minimize duplication of effort; Proposals should reflect efficiencies gained from the existence of prior planning and conceptual design documents. Additionally, respondents shall acknowledge that they have previously responded to the Colorado Energy Office’s prior statewide Request for Proposals, RFP EFAA 2023000321, which served as a formal competitive solicitation to pre-qualify Energy Service Companies (ESCOs) for Energy Performance Contracting services throughout the State of Colorado and were selected as a pre-qualified ESCO per the previous solicitation. At a minimum, respondents shall demonstrate and confirm their qualifications and project approach remain consistent with the scope and intent of CEO RFP EFAA 2023000321, including: Investment Grade Audits (IGA); Energy Efficiency and Conservation Measures (ECMs); Renewable Energy Systems, including solar installations; Project design, engineering, and construction implementation; Measurement and verification of savings; and Turnkey, performance-based project delivery.
