“Acceptable surety” is defined as an insurance company, duly authorized to do business in the State of Texas and license by the State of Texas to issue surety bonds, and having an acceptable record, in the opinion of Owner, for faithful performance during the preceding five years of all undertaking to Owner. Q (Construction Phase):
A: When is this project expected to go to bid for contractors and what is the expected start date for construction? A finalized timeline for the construction phase has not yet been established.
Q (Contract Question): Could the County please provide a sample contract that the selected firm will be asked to sign?
A: A sample contract is not included in this RFQ. Required contract provisions are included in the solicitation, and the final agreement will incorporate those provisions and applicable County requirements. The contract will be negotiated and executed with the selected firm upon award.
Q (Section B): Where does section B begin and section A end?
A: Section A ends after the final disclosure item listed under “A. Firm” (item 6(b)(4)). Section B begins immediately following that section at 6.5 Technical Qualifications.
Q (Specialized Services): Geotechnical Investigations and Archeological Studies are mentioned under 'specialized services'. If we don't have those in-house, are we still able to submit as prime?
A: Yes. Respondents may submit as the prime firm even if certain specialized services are not available in-house. The prime respondent must demonstrate the ability to provide all required services identified in the RFQ, either through in-house resources or through qualified subconsultants. Any proposed subconsultants shall be identified in the Statement of Qualifications, including a description of their roles and relevant experience. The prime respondent will be responsible for the coordination and overall delivery of all services under any resulting contract.
Q (Subconsultants): Are we required to explicitly state which subconsultant firm's we intend to use?
A: Respondents are strongly encouraged to identify any proposed subconsultants in their Statement of Qualifications, including the specific services they will provide and their relevant experience. Identification of subconsultants allows the County to better evaluate the respondent’s overall qualifications and capacity to perform. While failure to identify subconsultants may not automatically disqualify a respondent, the prime firm must still demonstrate its ability to provide all required services outlined in the RFQ. The prime respondent will remain responsible for the coordination and delivery of all services under any resulting contract.
Q (References): Section 2.11. states, "Respondents shall provide a minimum of three (3) references for projects of similar size and scope completed within the past five (5) years. For each reference, include the client’s name, contact person, title, telephone number, email address, and a brief description of the services provided, including the dates of service". However, section 6.2 states, "References. Each firm must furnish a minimum of five (5) references." Can you clarify, which one of these is required and in what section should our references be located?
A: Respondents are required to provide a minimum of five (5) references, as outlined in Section 6.2 . Please include the reference information as described in Section 2.11 (client name, contact person, title, telephone number, email address, description of services, and dates of service) . References should be included within the Experience and Qualifications section of the submittal.
Q (No subject): In section 6.2 it states, "Provide a list of past local government clients, as well as resumes of all engineers/architects/surveyors that will or may be assigned to this project if you receive the engineering/architectural/surveying services contract award." Can you clarify: are you seeking resumes for the prime firm only or are you seeking resumes for subconsultants, as well?
A: Please provide resumes for all key personnel who will be assigned to the project, including both the prime firm and any subconsultants. This will allow for a complete evaluation of the team’s qualifications and experience.
Q (Resumes): Where should resumes be included? Do they count towards the page count or are they to be included in the 4 page count in the 'team key personnel' section?
