    Description

    SERVICE DESIRED: Spokane County desires to retain on-call services from an engineering consulting firm who is qualified and experienced in providing stormwater program support, including research to assist in the advancement of stormwater research projects. Research experience should include preparing proposals and Quality Assurance plans, implementation of the research, and preparation of associated progress and final reports. Stormwater treatment is a relatively new and rapidly developing field. As such, Spokane County seeks the services of qualified Engineering service providers to assist in stormwater research projects and other studies including stormwater basin or problem area studies, capital facility plans, updates to procedures and processes, including document updates, grant application preparation and follow-up stormwater facility design and construction support. Work may also include NPDES permit compliance work including but not limited to GIS stormwater structure and watershed mapping, preparation of stormwater education and outreach materials including web based information, stormwater project design and other related work. Selected firms will be eligible to provide services on an on-call basis for various miscellaneous county project work whose individual fee values are estimated to be less than $100,000.00 dollars. Responsive firms should possess significant experience in stormwater program support and technical research. Firms should demonstrate experience in working with the Washington State Department of Ecology’s TAPE (Technology Assessment Protocol – Ecology) requirements, specifications, and be familiar with this process. Experience in water quality monitoring, including equipment and monitoring facilities, preparing Stormwater studies for basins or problem areas including related hydrologic and hydraulic modeling. Experience with NPDES permit requirements, including but not limited to GIS mapping, education and outreach, and stormwater project design is also desired. Experience with stormwater program support including, but is not limited to, stormwater manual updates and ordinance updates.
