    The Buena Sanitation District (BSD) is soliciting proposals from qualified professional engineering firms (Consultant) to provide design surveying, geotechnical investigation, engineering design, permitting, and a complete set of design drawings, specifications, and cost estimates for a sewer capacity improvement project in the City of Vista. CIP 8396 is to upsize an approximately 667’ long sewer located on Sycamore Ave crossing under CA SR-78 from the beginning of the northbound lane left turn pocket onto University Drive south to the intersection of Sycamore Ave and the eastbound CA SR- 78 on/off ramps.

    Q (Potholing ): For potholing efforts, does the City want consultants to price a specific number of locations in order to have an 'apples to apples' comparison between firms? Or does the City prefer that each consultant identify the number of potholes they feel will be required?

    A: Each consultant should provide their expert opinion on the number of potholes necessary as part of their predesign methodology. Provide unit price. If the consultant is selected the pothole item will be evaluated and negotiated.


    Q (Potholing ): For potholing, can we assume the road repair will be per City of Vista Std drawing SRF08-A/B?

    A: Correct


    Q (Task 6): For Task 6 - Construction Administration, does the City want consultants to price a specific number of RFI responses to provide an 'apple to apples' comparison? Or does the City prefer to have the consultant identify the number of RFI responses they believe will be required?

    A: Each consultant should provide their opinion on the number of RFI's based on their construction administration experience for a similar project. Provide unit price. If the consultant is selected the RFI response item will be evaluated and negotiated.


    Q (No subject): Section VII.B.4.c (p.12) states "A fee table will not be required at this time. Consultants selected for interview will be asked to provide a final fee table at the interview." However, Section VIII (p.14) states a Fee Schedule is required but "will remain unopened during submittal and evaluation process." Which is correct?

    Q (Appendix): Could we provide the detailed Scope of Services outside of the 25 page limit and include it in the appendix?

    A: Please provide the detailed Scope of Services within the body of the proposal. The City/District receives many proposals therefore the 25-page limitation is manageable for City/District evaluations. It's a lot of information to sort through in a short time period.


    Q (30% Plans ): Should the 30% plans be submitted with the PDR, or will they be a separate submittal?

    A: Separate submittal


    Q (Project Management and/or Administration): The listed scope of services does not include a task for Project Management and/or Administration. Can proposers add this task or does the City prefer these efforts are included in the listed tasks?

    A: Per Section VII Proposal B-4 Detailed Scope of Services. "Provide a detailed scope of work containing any additional services or tasks the Consultant sees as necessary for the successful completion of the project. The scope of work shall include any information required to further clarify the scope of work included in the RFP."


    Q (Basis of Design and PDR): Does the City intent for the Basis of Design Memorandum and the Preliminary Design Report to be separate documents?

    A: Yes, two separate documents


    Q (Final Design Task): In the Final Design task, the Final Submittal subtask states: "Consultant shall obtain the required signatures from reviewers on the original mylars." Are mylars required for the project, they are not mentioned in the subsequent list of deliverables.

    A: Mylars will not be required. A signed paper copy is adequate with signatures will be scanned and uploaded.
