CITY OF PORTERVILLE, STATE OF CALIFORNIA REQUEST FOR QUALIFICATIONS ENGINEERING & LAND SURVEYING CONSULTING SERVICES BID NUMBER: 25/26 – SR2019 The City of Porterville is seeking proposals from qualified individuals and/or firms to establish a list of competent consultants to provide on-call engineering and land surveying consulting services for multiple Capital Improvement Projects through task orders on an as-needed basis. The City is seeking professional on-call consultant services to assist the City in successfully completing complex Capital Improvement and Maintenance and Operations Projects, reviewing and providing recommendations on private development projects, and acting on behalf of the City (as City Surveyor) to review, approve, and professionally stamp private subdivision maps, parcels maps, lot line adjustments, easements, and other real property legal documents or to prepare real property documents (such as easements, records of survey, grants of right of way) where a Licensed Surveyor or appropriate Civil Engineering License (pre January 1992) is required. All proposals must be submitted to the attention of Daniel Cervantez, City Engineer, Engineering & Project Management Department, City of Porterville, 291 N Main Street, Porterville, CA 93257, and titled “On-Call Engineering & Surveying Services Proposal for the City of Porterville”. Proposals must be received by Wednesday, April 29, 2026, by 4:00 pm. The City assumes no liability for proposals not received by the time set forth above or for proposals which are incorrectly labeled on the envelope. Proposal forms may be inspected and electronically downloaded at no cost, at the Public Purchase website, www.publicpurchase.com. No copies of said documents will be provided by the City. All addenda and correspondence during the process will be handled electronically through the Public Purchase website. Questions regarding this request for proposal are due no later than Wednesday, April 15, 2026. The City hereby affirmatively ensures that Minority Business Enterprises and Disadvantaged Business Enterprise (DBE) will be afforded full opportunity to submit proposals in response to this notice and no firm/individual will be discriminated against on the basis of race, color, national origin, ancestry, handicap, gender, religion or sexual orientation in any consideration leading to the award of contract. No qualified disabled person shall, on the basis of disability, be excluded from participating in, be denied the benefits of, or otherwise be subjected to discrimination under any program or activity leading to the award of contract.
