    Description

    The Escambia County Board of County Commissioners’ (BOCC) Engineering Department (hereinafter called the County) is responsible for planning, designing, evaluating, permitting, implementing, maintaining, operating, and monitoring capital improvement and rehabilitation projects in Escambia County, Florida. The proposed contracts will provide for Professional Engineering Services on projects initiated by the BOCC. Services may be comprised of civil, electrical, mechanical, hydraulic, hydrologic, geotechnical, environmental, surveying, mapping, and/or computer aided design (CAD) support. Work may include, but is not limited to, engineering support for data collection, feasibility studies, numerical computer modeling, preparation of engineering reports, performing design analyses, value engineering, independent technical review, preparation of conceptual and contract drawings, contract specifications, cost estimating, construction contract administration, and construction inspection services. Compensation to the Engineering Consultant/Vendor (Consultant) for services rendered in connection with each Task Order shall be based on individual negotiations using established billable rates mentioned in this solicitation for the actual work to be performed on the Task Order. 

    This Request for Qualifications is continuous, and vendors may submit their qualifications for review past the initial submittal deadline.  New deadlines will be posted periodically to allow the County to gather new submittals. 

    Background

    All submissions will be processed upon receipt in OpenGov and sent to the department for review during the entirety of the original contract PD 23-24.010 Engineering Professional Services Continuing Contract. Contracts may be awarded upon the departments positive review and the Escambia County Board of County Commissioners approval.

    Evaluation Criteria

    • Scope

      Consultants will perform engineering and related services for BOCC projects on an as-needed, Task Order basis. Consultants will be required to execute a Task Order which will specify the scope of services, task schedule, and compensation. Each Task Order will become a part of the contract. The following are examples of services to be provided by the selected, qualified Consultants for each Task Order.


      A.    Hydraulics and Hydrology Engineering - Provide personnel and equipment to model, analyze and design a wide array of coastal restoration and flood protection structures including weirs, culverts, water control structures, inlet/outlet and conveyance channels, and pump stations. Designs could consist of wave, storm and/or sediment transport modeling.

      B.    Structural Engineering - Provide personnel and equipment to analyze and design a wide array of horizontal and vertical structures. This could include coastal and flood protection structures including levees, shoreline protection and breakwaters, gated inlet and outfall structures, weirs, flap gated culverts, structural foundations, retaining walls, etc. Designs could consist of structural steel, concrete, timber, fiberglass and/or soil.

      C.    Geotechnical Engineering - Provide personnel and equipment to perform geotechnical investigations, analyses, and design. These services may include, but are not limited to:

              a)    Land based exploration, marine/deep water exploration and marsh/shallow water exploration.
              b)    Undisturbed shallow and deep soil borings using fixed piston sampler for both 3-inch and 5-inch diameter samples.
              c)    Cone Penetrometer Testing (CPT)
              d)    Vibracore sampling
              e)    Soil classification testing (e.g., moisture content, organic content, unit weight, Atterberg limits, grain size distribution, pH testing, etc.)
               f)    Strength testing (e.g., unconfined compression – UC; triaxial - UU)
              g)    Settlement testing (e.g., consolidation test, settling column test, low stress consolidation test, etc.)
              h)    Geotechnical Engineering (e.g., slope stability analysis, settlement analysis of both underlying soils and self-weight consolidation of   dredge material, settlement curves, geotechnical instrumentation, etc.)
               i)    Subsurface profiles (e.g., strength profiles, geologic profiles, etc.)
               j)    Detailed engineering reports with analyses and recommendations
              k)    Reviewing geotechnical reports prepared by other professionals.
               l)    Construction related geotechnical engineering services.

      D.    General Engineering - Provide personnel and equipment to perform engineering design on a wide array of coastal restoration, flood protection, and general engineering projects including, but not limited to:

              a)    General engineering and hydraulic studies
              b)    Analysis and manipulation of data sets and GIS software
              c)    Technical document development, review, and presentation
              d)    Preparation of construction documents including plans, specifications, and bid packages.
              e)    Engineer’s opinion of probable construction cost
              f)    Development plan review

      E.    Project Management - Provide personnel and equipment to manage a wide array of coastal restoration and flood protection projects. These services could consist of managing and developing budgets and schedules, scoping, and administering tasks for sub-consultants. Emphasis should be placed on communication and coordination to ensure timely and cost-efficient project execution.

      F.    Surveying Services - Supply sufficient personnel and equipment to provide all surveying services necessary to perform topographic, bathymetric, and boundary surveying, develop right-of-way or servitude maps, and provide other existing site data. These services may include, but are not limited to:

              a)    Topographic surveys to determine the horizontal and vertical position of existing natural features (ground elevations, bodies of water, vegetation, etc.)
              b)    Bathymetric and hydrographic surveys to determine the shoreline and depths of bays, tidal inlets, and other bodies of water within the project area 
              c)    Magnetometer surveys to locate pipelines, obstructions, or other anomalies as necessary to clearly define borrow areas, flotation access channels, or fill areas
              d)    Geophysical surveys utilizing side scan, sub-bottom acoustic sonar, and seismic sub-bottom proofing to facilitate geophysical and archeological investigations
              e)    Establish secondary benchmarks, both temporary (surface monument) and permanent (deep rod driven to refusal), as described by the latest CPRA GPS guidelines and as required to carry out field survey work
              f)    Surveying and engineering services to produce plan drawings, topographic and contour maps, cross sectional diagrams, and data sets
              g)    Surveys suitable for the determination of property lines and corners and the preparation of Legal Descriptions, Property, and Right-of-Way Maps. These surveys will be used to define project boundaries and for the acquisition of property needed for project construction.
              h)    Survey or video footage produced by drone and manned or unmanned aircraft
              i)    Construction related surveying services

      G.    Environmental and Permitting Services - Provide personnel to perform all environmental and permitting services necessary to obtain project permits. Required permits may include, but are not limited to:

              a)    Cultural Resources clearances
              b)    NEPA documentation
              c)    Wetland permits (404 and Nationwide)
              d)    State Permits (FDEM and NWFWMD)

      H.    Construction Administration and Inspection - Provide personnel and equipment to perform construction administration and inspection services on BOCC projects. Duties may include, but are not limited to:

              a)    Contractor supervision and representation of owner
              b)    Construction inspection services
              c)    Review and generation of daily work reports
              d)    Technical document development and review
              e)    Verification of pay requests

      I.    Technical Presentations - Provide personnel and equipment to perform technical presentations to county staff, BOCC, county residents, etc.

      J.    Grant Management - Provide personnel and equipment to perform grant management services for BOCC projects. Duties may include, but are not limited to:

              a)    Create, complete, and submit grant application documents
              b)    Complete and submit quarterly reports and other pertinent grant documentation
              c)    Provide general advice for pursuit of specific grants by the County Owner’s.

      K.    Project Management Software - Provide sufficient personnel and equipment to perform the necessary tasks required in the owner’s project management software. Tasks may include, but are not limited to:

              a)    COP Review and approval of shop drawings, invoices, RFIs, and other pertinent project documents
              b)    Submission of progress reports, invoices for payment, etc.
              c)    Submission of plans, technical reports, contract documents, etc.

    • Instruction to Submitters

      Firms desiring to provide the described professional services shall submit one (1) electronic copy of your firm’s Letter of Interest (LOI) containing all of the requested information no later than the date and time specified in this solicitation. Submittals delivered late shall not be considered or accepted. No exceptions will be made.


      A.    Proposal Requirements

        1. Letter Of Interest (LOI) - Respondent shall submit a letter of interest signed by a corporate officer, principal, or an authorized representative of the prime consultant authorized to obligate the firm contractually. The letter shall include the business address, telephone number, e-mail address, and the name of the prime consultant that the County can contact for additional information.
        2. Company Profile - Respondent shall provide a brief profile of the company, which should include the firm’s legal name; history; business structure; designation of the legal entity by which business operates (sole proprietor, partnership, corporate, LLC, etc.); type of ownership (small business, small disadvantaged business or W/MBE business); length of company's existence; locations of the parent company, branch or subsidiary and proposed project team; total number of personnel including personnel by discipline; and firm’s field(s) of expertise. *IMPORTANT: PLEASE BE SURE TO NOTE THE FIRM’S FIELD(S) OF EXPERTISE, AND ALL SERVICES THE FIRM EXPECTS TO PROVIDE INCLUDING WORK THAT WOULD BE PERFORMED BY A SUBCONSULTANT. (This is to ensure that a landscape architecture firm is not selected to perform structural engineering services if the firm does not intend to provide that type of professional service.)
        3. Qualifications of Key Personnel - Describe the education, experience and relevant abilities of key personnel and proposed subcontractors who will be responsible for project completion and identify their precise role(s) in accomplishing the work. Awards, certifications, and other information demonstrating personal and professional integrity and competence should be included.
        4. Approach to Project/Understanding - Demonstrate understanding of proposed project types and the technical approach to be taken in addressing the proposed work. The description shall include understanding of design and permitting in coastal and inland areas. Describe the project schedule/work management plan strategy to provide the service performance time expected for project types. Also, demonstrate the firm’s Quality Assurance/Quality Control program. The qualifying firm shall provide documentation of its quality assurance/control program, which details the system and checks it uses to ensure quality products.
        5. Similar Project Experience - Identify several projects to demonstrate the firm’s prior project experience, within the last ten (10) years, specific to surveying, geotechnical services, engineering design, stormwater design, environmental design, piers, docks and boat ramps, development of construction plans, project cost estimates, bid document preparation, post construction engineering services, construction engineering and inspection (CEI), grant management, technical presentations, and other miscellaneous engineering and planning services.
        6. Professional References - Provide a list of references with names, titles, phone numbers, and e-mail addresses of persons representing the owner and general contractor for at least five (5) similar projects identified in subsection “e” above.
    • Maximum Continuing Contract Fee Schedule Acceptance

      For a “Continuing Contract” to be established between the firm and Escambia County, Florida, a fee schedule must be established. Fee Schedules for the continuing contract shall be established based on the “Current Averages for Audited Overhead, Expense and Facilities Capital Cost of Money (FCCM) Rates” as provided in the current Florida Department of Transportation (FDOT) Negotiation Handbook Guidelines for Professional Services Contracts, which is incorporated by reference herein. Please do not provide these numbers with your LOI. Your acceptance of the maximums will suffice. See link below for reference:

    • Selection Process and Criteria

      Professional Services Consultants will submit their response(s) in accordance with the solicitation. Escambia County staff will review all responses and will provide the recommendation to award to the Procurement Office, the County Administrator, and the BOCC. The BOCC will award the contract(s) to the most responsive and responsible vendor(s). The County shall consider such factors as the ability/qualifications of professional personnel, past performance, similar county projects, specifically in Florida, and willingness to meet time and budget requirements.

    • Period of Performance

      Consultants selected by the BOCC will provide engineering services to the County on an as-needed basis based upon Task Orders to be issued by the County under the continuing services contract(s). These contracts will be renewed automatically at the end of each term, unless terminated by the county in writing.

    • Federal Documents for Grants

      Certain Contracts may require vendors to follow Federal contract provisions such as CFR 200, CFR 200 - CDBG-DR, FEMA, ARPA Funds Attachment 8 SLFRF, etc.  At the time of the project request if it is Federally funded, the proper documents will be provided by the County.

    Submission Requirements
