Data Collection1.1. Collect, review, field verify and comprehensively record all pertinent electrical equipment information for each facility listed in this RFP. This includes transformers, switchgear, switchboards, motor control centers, panelboards, circuit breakers, fuses, feeder conductors, motors, and emergency power systems.1.2. Prior to field verification, submit a work plan for City approval. The plan must include work schedules, electrical data to be collected, applicable safety procedures and any outage requests for each facility.1.3. Coordinate all field activities with City operations.1.4. Provide updated or newly developed electrical single-line diagrams for each facility. These diagrams must be based on findings from field investigation and accurately reflect existing electrical infrastructure, equipment configurations, and system interconnections.1.5. Submit redlined versions of the single-line diagrams for each facility. Redlines must clearly identify all modifications, additions, and corrections made during the update process, enabling reviewers to easily verify changes against previous documentation.1.6. Deliver final, clean, and fully updated electrical distribution single-line diagrams for each facility. Final diagrams must incorporate all approved redline comments and include all essential system components, such as power sources, loads, conductors, overcurrent protective devices, and other relevant distribution elements.Task 2. Electrical Power System Analysis2.1 Model each facility’s electrical power system and perform the following studies:a) Short Circuit Current Study. Evaluate equipment and confirm proper protection and adequate interrupting capacity. Report any deficiencies or abnormal rating conditions.b) Overcurrent Protective Device Coordination Study. In accordance with ΙΕΕΕ 242-2001, analyze and verify that all protective devices are properly set, operate correctly, and are coordinated. Report on system stability and coordination and recommend mitigation measures or alternative settings as needed.c) Emergency and Standby Power Systems. Assess coordination between the emergency/standby power systems and the facility’s electrical system. Confirm the ability of the emergency power systems to operate safely and reliably during power outages.Task 3. Incident Energy & Arc Flash Study Calculations3.1 For all applicable exposure areas at each facility, calculate and document:a) Incident energy levelsb) Arc flash and shock protection boundariesc) Arcing fault current and fault-clearing times3.2 Determine and categorize arc flash boundaries, approach distances, proper working distances, and required personal protective equipment (PPE) for each applicable piece of equipment.Task 4.
