    NOTICE TO BIDDERS

    The Mayor and City Council of Cumberland, Maryland are soliciting bids for the project:

    ENGINEERING SERVICES FOR
    GRIT REMOVAL AT WATER RECLAMATION FACILITY
    CITY PROJECT NO.
    2026-09-WRF

    Completed bids shall be submitted to the City of Cumberland’s online solicitation website, until but not after 2:00 p.m., local time, on 5/20/2026.  Proposals will be virtually released at 2:00 p.m. on that date and reviewed for completeness by Engineering.  An unofficial bid tabulation will be uploaded to the online soliciation site by 3:00 p.m., local time. The bid tabulation does not constitute notice of award.

    This project includes:

    ·         General evaluation of the existing grit removal facility and grit removal system.

    ·         The development of construction alternatives to replace or rehabilitate the grit removal system at the City of Cumberland’s John J. DiFonzo Water Reclamation Facility.

    ·         Determine a minimum of three construction alternatives for the outlined system. One option must be a rehabilitation of the current system.

    ·         Provide a cost estimate and timeline for each construction alternative.

    ·         Provide preliminary schematics for each alternative.

    ·         A recommendation shall be made by the Consultant to the City based on their preferred alternative.

    A "Mandatory PREBID SESSION” for the purpose of answering or obtaining answers to questions of parties interested in performing the work, relative to construction details, will be conducted at 10:00 a.m. on 5/6/2026 in the Operations Building Conference Room, John J. DiFonzo Water Reclamation Facility, 400 E Offut Street, Cumberland, MD. 

    The Mayor and City Council reserve the right to waive any technicalities and to reject any or all bids, and to accept any or all proposals which in their judgment is to the best interest of the City.
