The County of Santa Clara (“County” or “SCC”) Technology Services and Solutions (“TSS”) Department is seeking proposals for a comprehensive Translation Management System (“TMS” or “solution”) that utilizes artificial intelligence (AI) to translate web content published on the County’s Public Portal websites. In addition to a robust TMS, the solution must (A) be accessible and useable by the County’s contracted Language Service Provider (“LSP”) to ensure high-quality translation services, comprehensive localization workflows, and efficient management of multilingual content; and (B) include the associated professional services required for the implementation and/or configuration of the selected solution, including support for integrating with an LSP. The County is seeking proposals that offer a turnkey, configurable solution consisting of all software, services, training, and on-going support required to fully implement and maintain the solution over a period of five or more years. Solutions may be submitted by a primary proposer supported by or partnered with sub-contractors. Solutions should not obligate the County to manage additional contracts with 3rd-party vendors. Therefore, if the solution includes the use of 3 rd party software to support the application, the County expects the awarded Contractor to deliver its final solution, including all supporting software, licensing and interface development. This RFP may result in a single award. It is the County’s intent to award a contract with an initial term of 5 years , unless terminated earlier or otherwise amended. The proposed solution must adhere to federal, state, and local laws and regulations, including the Health Insurance Portability and Accountability Act of 1996 (HIPAA), Federal Risk and Authorization Management Program (“FedRAMP”) standards, and the Americans with Disabilities Act of 1990 (“ADA”). Proposers must also ensure that, as of April 26, 2027, any web content and/or web or mobile applications developed by the Proposer on behalf of the County for use by the public will comply with the Level A and Level AA success criteria and conformance requirements specified in the 2018 or a later-published version of the Web Content Accessibility Guidelines 2.1.
