The December 2023 rain event was described as a "1,000-year storm".1 The floodwaters inundated and destroyed the Port's shore power substation, a critical piece of infrastructure that allowed docked ships to switch off their polluting diesel engines and use cleaner electric power. This damage not only set back the Port's environmental efforts by impacting its ability to reduce air pollution from ships, but also caused significant economic disruption with repairs estimated to cost over $40 million and take 1-2 years to complete. This event underscored the importance of having a robust resiliency plan in place, particularly as the Port invests millions of dollars in new ZE equipment and infrastructure.POH currently does not have engineering standards to make sure all new electrical and ZE charging/fueling infrastructure can withstand extreme weather events. Unlike diesel equipment, ZE equipment requires a consistent electrical supply for charging; if electrical systems are damaged, as they were during the December 2023 storm event, the Port cannot operate. Engineering standards developed under this resilience plan will be applied to new infrastructure built under the PHRESH AIR grant and future deployments. The resilience plan also will include the following components:• Operational Continuity Evaluation: Identify critical infrastructure and processes and redundancy measures for essential systems and equipment, including charging and fueling systems that power ZE equipment.• Energy Resilience: Assess energy requirements for port operations, including new ZE equipment; identify vulnerabilities in the energy supply chain; develop strategies to diversify energy sources; identify backup power systems (generators, renewable energy sources, etc.) so that terminals can continue to operate ZE equipment even during a power outage.• Infrastructure Resilience: Identify priority measures and develop engineering standards to protect port equipment, energy systems, and ZE operations from climate vulnerabilities.• Technology Resilience: Assess technological vulnerabilities (cybersecurity threats, system failures, etc.) associated with ZE equipment and charging infrastructure and identify cybersecurity measures (firewalls, encryption, employee training, etc.).• Community Resilience: Assess community resilience issues and vulnerabilities associated with the transition to ZE operations and identify priority measures to improve community resilience.• POH will develop the resilience plan in close collaboration with stakeholders, including terminal operators, the utility (Southern California Edison [SCE]), and the community and will create collaborative frameworks for joint resilience initiatives.
