    Description

    Public Notice is hereby given that the Ephrata Area Joint Authority will receive sealed bids until 10:00 AM, local prevailing time, Thursday, August 27, 2026 online via the PennBid program (https://pennbid.bonfirehub.com). Following online bid opening, bid results will be publicly displayed via the PennBid program. Bids are for Locating and Identifying Water Service Lines as more fully described in the bid documents. The scope of work includes, but is not limited to, providing all labor, materials, equipment, and hardware required to expose approximately 1,000 existing water service lines to identify and document the pipe material and then completely restore the excavated area and surface and all else necessary or required under contract: Bid #EAJA2627-1 Locate and Identify Water Service Lines. Contract Documents are available at no cost at https://pennbid.bonfirehub.com. All questions shall be submitted in writing via PennBid. Questions received after 12:00 PM on Wednesday, August 19, 2026 will not be acknowledged. Each bid proposal shall be accompanied by a bid bond in the required form, certified check, letter of credit, or other security acceptable to the Authority in the amount of 10 percent of the total base bid. No bid may be withdrawn for sixty (60) calendar days after the scheduled closing time for receipt of bids, except as permitted by law. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, creed, disability, religion, age, sex, or national origin. The Ephrata Area Joint Authority intends to select the Bidder which, in the sole opinion of the Ephrata Area Joint Authority, is the lowest, responsive, responsible Bidder. The Ephrata Area Joint Authority reserves the right to accept or reject any and all bids and to award the bid in the best interests of the Ephrata Area Joint Authority. The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds. This contract is subject to the Pennsylvania Prevailing Wage Act conditions. This contract is subject to the Federal Occupational Safety and Health Act of 1970 (OSHA) conditions. This contract is subject to PA Act 127 (Public Works Employment Verification). Contractor must submit verification forms acknowledging compliance with the Federal law concerning the use of the E-Verify Program. Providing verification is a pre-condition of the award of the contract. In addition, prior to commencing work on the project, the Contractor shall submit all subcontractor verification forms. This contract is subject to Pennsylvania Human Relations Act 222 conditions. This contract is subject to the non-discrimination in Employment/Contract Compliance Regulations conditions.
