    Description

    Request for Proposals (RFP) No. SFMTA-2025-24-LOC: On-Site Specimen Collection Services The San Francisco Municipal Transportation Agency (SFMTA) is requesting proposals from qualified firms for on-site breath and urine specimen collection services, to support its Substance Abuse Program (the Program). The objectives of the Program are to ensure worker fitness for duty; protect transit employees, passengers, and the public from risks posed by the use of prohibited drugs; and ensure that the SFMTA meets all applicable testing and reporting requirements in a timely manner. The SFMTA has designed the Program to comply with federal regulations and guidelines that have been developed specifically for transit properties. The relevant Federal Transit Administration (FTA) regulations are contained in Title 49 of the Code of Federal Regulations (CFR) Part 40. The Agency conducts approximately 2,600 on-site breath and urine specimen collections at up to eight SFMTA locations each year. The SFMTA may award a contract to the Proposer that meets the Minimum Qualifications (see RFP Section III) and whose Proposal receives the highest-ranking score. Proposers must provide documentation that clearly demonstrates that each Minimum Qualification requirement (See RFP Section IX.R) has been met. Any Proposal that does not meet the Minimum Qualifications requirements will be deemed non-responsive. The SFMTA encourages Proposers to attend a virtual Pre-Proposal Conference via Microsoft Teams on January 22, 2026, at 1:00 PM PT. Proposers may register for the Pre-Proposal Conference and submit questions following the instructions included in RFP Section VI.A. The Agency will address Proposers’ questions and will provide any new or additional information concerning the RFP or selection process at the Pre-Proposal Conference.
