    Description

    The City of Richmond, Virginia (the “City”), on behalf of the Office of the City Auditor, seeks proposals through competitive negotiation for professional services, to establish a contract for certain auditing and accounting services (including an annual audit of the City). The required services shall include auditing the City's Annual Comprehensive Financial report and Single Audit (among other financial statements), as well as auditing reports that the City presents to the Auditor of Public Accounts. The City also requires ongoing advice, assistance, and consultation on financial accounting, reporting, and operational issues.

     

    Background

    A nine-member City Council serves as the City’s governing body and adopts local laws and the annual budget. The City Council appoints the City Auditor, who leads the City’s internal audit agency, the Office of the City Auditor. The City Council also appoints a seven-member Audit Committee, which makes recommendations to the Council concerning the selection and termination of external auditors. For purposes of the performance of the Single Audit in accordance with applicable federal requirements, the City currently has 10 major programs.
