In order to respond to the RFP, vendors must create an account within the PASSPort system if they have not already done so. A Pre-Proposal Conference via TEAMS is scheduled for March 2, 2026, Time:10:00 am. The Procurements are subject to participation goals for New York State’s Disadvantaged Business Enterprise (DBE) as required by FTA and FHWA; however, there is no DBE goal set for these projects.
