    Description

    Washington County Juvenile Department is seeking “Family Navigator” services to help connect youth (and their families) with community resources, pro-social activities, and skill-building activities to give them support that is needed in their family environment. These youth are under Juvenile Department supervision for delinquent behaviors and have a range of risk factors, needs and barriers. Youth present with a range of cognitive abilities, sexual orientations, gender identities, cultural backgrounds, and many with histories of trauma. “Family Navigators” will work closely with Juvenile Department staff to support youth and family success in the youth’s case plan objectives and to motivate and support youth in developing positive connections to their communities. These services are targeted for the most at-risk and underserved youth in our community.

      Proposal was within the page count and conformed to all instruction in regard to submittal.

    • Organizational Qualifications and Experience as They Relate to the Scope of Work (two (2) pages) (20 pts)

      Proposer has substantial experience in delivering Mentoring/Family Navigation Services, has substantial experience working with youth in the juvenile system. Proposer has clearly articulated expertise, knowledge and experience in delivering services to diverse cultures represented in the juvenile justice system.

      Proposer demonstrates an organizational structure with stability in the leadership positions. Proposer has familiarity with the local region and knowledge regarding the supports that are currently offered. Staff in leadership positions have substantial experience in managing services to youth in the juvenile justice system similar to those described in this RFP. Proposer’s location and hours of operation are accessible to the agencies that they would be supporting with this position

    • Program Design (three (3) pages) (20 pts)

      Proposer clearly and thoroughly describes the services they propose to deliver and demonstrates a sophisticated understanding of how to integrate the core philosophies into their delivery of services and connection with services. Proposer has a clear understanding of differing needs of every youth within the system. Proposer clearly describes the research or evidence behind the best practices used to deliver services.

    • Service Coordination (two (2) pages) (20 pts)

      The proposer demonstrates an understanding of the programs and services youth in the juvenile justice system need to be connected with to be successful. The proposer has knowledge of what partners are critical in designing and implementing effective services and how to accomplish these connections. The proposer has clarity on the policies, procedures and supervision that would need to be in place to coordinate with providers, community programs and other partners. Proposer has established relationships or a plan to establish with critical partners to ensure clients receive necessary services and has a plan in place to develop additional partnerships.

    • Staffing/Training Plan (one (1) page) (10 pts)

      Proposer has a well thought out plan for staff training to ensure service delivery is consistent with Washington County policy. Proposer has a well-defined method for ensuring staff are competent at providing services using best practice models. Proposer emphasizes retention of staff as a priority. Proposer has procedures in place to ensure continuous service delivery to clients and/or peers in the event of staff turnover. Proposer ensures staff has appropriate training and support to competently provide, develop and deliver services.

    • Community Awareness Responsive Delivery (two (2) pages) (20 pts)

      Proposer demonstrates an understanding on how to service the different needs, communication style, and circumstances for all youth and their families within Washington County. Proposer demonstrates how they will help youth understand who they are, what strengths they have, and what direction and goals they hope to accomplish. Proposer demonstrates how they will assist youth and their families connect to services that build or rebuild stability, reduce stress, and support long-term stability and healthy development.

    • Budget (two (2) pages) (10 pts)

      Applicant’s budget represents a priority for direct service provision over administrative expenses. Administrative costs are clearly identified and held to a minimum to ensure maximum funding for direct client services. Methodology used to establish budget is clearly identified. If start-up or one-time funds are the only funding being awarded, proposer defines clear plan for financially sustaining ongoing services.
