    Evaluation Criteria

    • Strategy and Method of Approach (40 pts)

      A clearly defined solution was offered, and the Offeror’s method of approach included the items listed in the Scope of Work and Vendor Questionnaire. Offeror’s quality control plan and processes, and production timeline and delivery commitments will be considered.

    • Experience and Expertise (40 pts)

      Offeror provided evidence that clearly outlined their compliance with the requirements outlined in the Scope of Work and Vendor Questionnaire. Offeror’s transit media experience, quality of media, and references will be considered.

    • Pricing (20 pts)
      1. Under the Best Value evaluation and selection process, both price and total cost are part of the overall evaluation and selection process. Prices offered will be compared to Agency's Independent Cost Estimate (ICE) to determine price fairness and reasonableness.
      2. Offeror’s grand total price submitted within the Fee Schedule will be allocated price points identified in the evaluation criteria. Offerors with the lowest price offer will receive the maximum 200 points. Proposals with higher price offers shall receive a proportionately lesser amount of points using the following formula:

        1. Offeror A, Media Package 1: Total price is $3,000,000 
        2. Offeror B, Media Package 1: Total price is $3,250,000
        3. Offeror C, Media Package 1: Total price is $3,500,000
      4. Total points available for Grand Total in Exhibit A. Price Sheet are 200 points.
        1. Offeror A:                $3,000,000/ $3,000,000 x 200 = 1.000 x 200 = 200 points
        2. Offeror B:                $3,250,000/ $3,250,000 x 200 = 0.923 x 200 = 185 points
        3. Offeror C:                $3,500,000/ $3,500,000 x 200 = 0.857 x 200 = 171 points
      5. Agency reserves the right to make a selection for contract award based on the initial price offer submitted without Agency requesting a Best and Final Offer (BAFO).
