2026 DOCUMENT 00 11 13 ADVERTISEMENT FOR BIDS FOURCHE CREEK WRF LAGOON DECANT STRUCTURES REPAIR LITTLE ROCK WATER RECLAMATION AUTHORITY Bids addressed to the Little Rock Water Reclamation Commission acting by and through Little Rock Water Reclamation Authority, will be received at the Clearwater Administration Building Training Room, 11 Clearwater Drive, Little Rock, Arkansas 72204 until 10:00 am CST on March 3, 2026 and then opened and read aloud for furnishing all labor and material and performing all Work required for the Fourche Creek WRF Lagoon Decant Structures Repair. A non-mandatory pre-bid conference will be conducted at 10:00 am CST on Thursday, February 12, 2026 at the Fourche Creek Water Reclamation Facility at 9500 Birdwood Drive, Little Rock, Arkansas 72206. A site walkthrough will be conducted immediately following the pre-bid conference. The project consists of the following incidental and ancillary work: Removal and recoating of handrail, recoating of catwalk, removal and replacement of aluminum grating and installation of a concrete bulkhead. Contractor’s Bid shall be accompanied by a cashier’s check or certified check upon a national or state bank in an amount not less than five (5) percent of the total maximum Bid Price, payable without recourse to the Little Rock Water Reclamation Authority, or a Bid Bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a Contract and execute Performance and Payment Bonds within ten (10) days after Notice of Award of Contract. The Notice of Award of Contract shall be given by the Owner within sixty (60) days following the opening of Bids. All bids are subject to the conditions of Section 00 21 13 Instructions to Bidders of the Contract Documents. The successful Bidder must furnish a Performance Bond and Payment Bond upon the forms provided each in the amount of One Hundred (100) Percent of the Contract Price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President’s Executive Order 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the specifications. Little Rock Water Reclamation Authority encourages participation of small business enterprises and veteran-owned businesses in the procurement of goods, services, professional services, and construction, either as a general contractor or sub-contractor. It is further requested that whenever possible, prime contractors who require sub-contractors, seek qualified small and/or veteran-owned businesses to partner with them. Bidders are cautioned that Bids for this Project are subject to compliance with Arkansas Law for construction of Public Works as found in Arkansas Code Annotated 22-9-101, etc. The Bidder shall thoroughly acquaint himself and comply with the provisions of these Acts. The right is reserved, as the interest of the Owner may require, to reject any or all Bids and to waive any informality in Bids received.
