    Description

    This RFP is designed to support an existing grant award under the Regional Catastrophic Preparedness Grant Program (RCPGP) offered through the Federal Emergency Management Agency (FEMA).  

    Background

    The City of Tucson successfully won a competitive grant from the Federal Emergency Management Agency (FEMA) under the 2023 Regional Catastrophic Preparedness Grant Program (RCPGP). The grant aims to further the region’s overall community resilience capacity by better understanding the risks, capabilities, and needs of communities that have seen historic disinvestment. This outreach, engagement, assessment, and planning effort will be conducted through community-driven stakeholder participation in historically disinvested areas. These grant funds will be used for the City of Tucson and its respective partners to create a flexible and scalable plan outlining how to create resiliency hub networks in the community. This RFP is to find a third party to assist the City in the community engagement, workshops, and final report/plan.

      Demonstrate the ability to perform as proposed under scope of work by outlining your approach of each of the sections listed in the scope.

    • Qualifications and Experience (25 pts)

      Describe your qualifications and experience as it pertains to the Scope of Work. What qualifications and experience do you have contracting with local government, local community engagement, in person/virtual content creation, and workshop implementation and facilitation. 

      Identify and provide the qualifications for the firm’s proposed project team and explain why they are especially well qualified and experienced to perform the types of services identified in the Scope of Work. Note the project team members qualifications including any licenses, registrations or certifications applicable to the proposed work.
