    JULY 18, 2025 NOTICE REQUEST FOR QUOTES FOR FENCING SERVICES RFQ NO. LACDA25-069 Notice is hereby given that quotes will be received by the Los Angeles County Development Authority (LACDA) until Monday, August 04, 2025, at 1:00 p.m. for fencing services. This will include furnishing all labor, material and equipment, and performing all work necessary and incidental in accordance with the Statement of Work (SOW) and contract documents. The LACDA intends to award a one-year contract with the option of four (4), one-year extensions, provided services are satisfactory and funds are available. Bidders must attend a Mandatory Virtual Pre-Quote Meeting on Monday, July 28, 2025, at 10:00 a.m. to discuss the RFQ, Section 3, prevailing wage, and other requirements. LACDA staff will respond to questions from potential Bidders. Failure to attend this meeting, will result in the Bidder’s quote being rejected (disqualified) without review and eliminated from further consideration. To register for the meeting, Bidders must email Bandelio Delgado-Salas at Bandelio.delgado-salas@lacda.org by Friday, July 25, 2025, at 3:00 p.m. to be invited by email to participate in the virtual (Microsoft Teams) Meeting. A Request for Quotes (RFQ) solicitation package containing all submission requirements may be downloaded from the LACDA’s website at www.lacda.org, scroll to and click on “Vendors,” click on “View Open Solicitations,” and under the “Title” column, select the solicitation of interest, then click on “Download Documents Below,” and follow the instructions. Bidders are advised that this RFQ is an informal solicitation and should not be construed as engaging in a formal competitive bidding pursuant to any statute, ordinance, rule or regulation. Bidders shall provide their quote and all required forms and documentations by the due date and time stated herein, and it shall be uploaded in a Portable Document File (PDF) (No other electronic formats will be accepted) with the electronic file name, "[BIDDER’S NAME] - Quote for Fencing Services [SUBMITTED DATE]" at the LACDA’s website, www.lacda.org, under “Vendors,” and click on “View Open Solicitations.” On the LACDA website select the RFQ solicitation of interest and click “Upload Proposals,” and follow the registration and upload instructions. Once uploaded, the Bidder shall email Bandelio Delgado-Salas at bandelio.delgado-salas@lacda.org to confirm the uploaded quote. This is a federal and state assisted construction/service contract, and Federal labor standards, including Davis-Bacon and related acts, State Prevailing Wage Requirements and, California Labor Code 1770, will be enforced. The higher of the two wages will prevail. This is a HUD Section 3 Contract, and all Bidders must commit to achieving established requirements, including benchmarks, for Section 3 workers and Targeted Section 3 workers to be considered a responsive bidder and eligible for a contract award. In submitting a quote, each Bidder thereby agrees that, if awarded a contract, it shall execute a standard LACDA contract, a sample of which is attached to the RFQ package for reference. The LACDA shall not award a contract to, or be obligated to execute a contract with, any Bidder who refuses to execute said standard LACDA contract. The LACDA reserves the right to reject any and all quotes. This RFQ is not a contract or commitment of any kind. The LACDA is not liable for costs incurred in the preparation of the respondent’s quote. It reserves the right to issue supplementary information or guidelines related to this RFQ. Notwithstanding any other provisions herein, LACDA reserves the right in its sole discretion to waive minor technical deficiencies in the quotes. In accordance with the Civil Rights Act of 1964, Americans with Disabilities Act of 1990, Age Discrimination Act of 1975 and Section 504 of the Rehabilitation Act of 1973, it is the policy of the LACDA to assure equal opportunity to all persons, in the award and performance of any contract, without regard to race, color, sex, religion, national origin, ancestry, age, marital status, or disability.
