    Description

    Greenwood County (“Owner”) is requesting proposals from qualified firms to complete a Comprehensive Assessment of the Buzzards Roost Hydroelectric Project.

    Background

    The Part 12D Report requires the following key components and deliverables:

    1. Comprehensive Assessment (CA) as defined in 18 CFR § 12.31(f) and described in 18 CFR § 12.37.
    2. Part 12D Inspection Plan in advance, including an IC Team Proposal, and obtain written approval from the Director, D2SI in advance of the Part 12D Inspection, as described in 18 CFR § 12.34.
    3. A Pre-Inspection Preparation Report (CA-PIPR). Appendix 16-E of the Engineering Guidelines provides an outline for the CA-PIPR.
    4. Inspection of the following project components:
    5. The IC Team must document their findings in a final Part 12D Report, specifically a Comprehensive Assessment Report (CAR), which is described in 18 CFR § 12.38. Appendix 16-D of the Engineering Guidelines provides an outline for the CAR.
    6. The IC Team is to present their findings to Licensee and Commission staff during a CA Review Meeting, as described in Section 16-7.5 of the Engineering Guidelines.
    7. You must provide a plan and schedule for corrective measures to address the IC Team’s recommendations, as required by 18 CFR § 12.41 and further described in Section 16-7 of the Engineering Guidelines.

    Evaluation Criteria

    • EXPERIENCE/TECHNICAL APPROACH (50 pts)
      • Provide details of experience with FERC Part 12D assessments, particularly of similar project types.  
      • All IC team members shall meet the minimum experience requirements as outlined in Section 16-3 of the Chapter 16 FERC Guidelines. Provide resumes of the following key personnel:
        • Independent Consultant
        • PFMA Facilitator
        • Risk Facilitator  
        • Subject Matter Experts
          • Geotechnical/Geology
          • Hydraulics/Hydrology
          • Mechanical/Electrical
          • Structural
      • Detailed methodology for the inspection, PFMA workshop, and risk assessment.
    • COST (20 pts)

      The engineering support for the Comprehensive Assessment shall be a time and materials, not-to-exceed fee. Provide estimated fees for each of the Project tasks. Also, provide the hourly billing rate for Project staff.
