The City of Hayward (City) Transportation Division is seeking proposals from qualified Civil Engineering Design Services Consultants to prepare project Plans, Specifications, and Estimates (PS&E) for the Downtown Bike Loop transportation infrastructure project at various downtown streets in the City of Hayward. The PS&E will be based on conceptual plans that the City developed in a previous phase of the project.

• Project Understanding and Approach (25 pts) —

  Project approach demonstrates a clear understanding of the scope to be performed. Project workplan is strategic and will result in a thoughtful, biddable set of projects within a reasonable timeframe. Approach is cost-effective.

• Firm Experience (20 pts) —

  Firm has experience and a record of success with similar projects. Quality of project references

• Project Staffing (15 pts) —

  Qualifications of team members assigned to key project tasks. Staff are available and have demonstrated past success with similar projects.

• Project Manager (15 pts) —

  Project Manager has experience and a record of success with similar projects. Quality of Project Manager's references.

• Cost (15 pts) —

  Cost is appropriate for scope of work.

• Environmentally Preferable Purchasing (10 pts)
• Significant LBCE Participation (10 pts) —

  Meet or exceed applicable LBE goals. Meet or exceed applicable SLBE goals.
