    Description

    1. Purpose The Town of Castle Rock seeks proposals from qualified fireworks contractors to provide a complete fireworks display for the November 21, 2026 Starlighting Celebration in Castle Rock, Colorado. 2. Scope of Services Provide all labor, supervision, equipment, materials, and expertise necessary to produce the fireworks display. Provide a trained crew of adequate size for setup, security of contractor equipment and pyrotechnics, firing, and post-show cleanup. Coordinate show timing with the Town and Castle Rock Fire and Rescue Department so the display begins at approximately dusk in conjunction with downtown Starlighting activities. Attend at least one final planning meeting before the event. Complete setup, testing, and inspection at least three hours before the scheduled start time. Remove all unexploded fireworks, frames, mortars, and debris in accordance with NFPA 1123 and NFPA 1126; cleanup must be complete by 11:00 a.m. the following day. 3. Event and Site Requirements Event date: Saturday, November 21, 2026. Display duration: no more than 7 minutes. Launch site: south parking area at the top of Castle Rock. The Town will control access to the site and limit vehicles to those essential for operations. The Town will complete site preparation for reduction of combustible fuels under Fire Department direction. The display should be designed for viewing from the downtown Castle Rock area and surrounding public vantage points. Close-proximity pyrotechnic devices should be used as appropriate for the site and safety conditions. 4. Safety, Permits, and Coordination The contractor is responsible for obtaining the required fireworks permit from the Town of Castle Rock Fire and Rescue Department no later than two weeks before the event. The contractor must comply with all permit conditions and applicable fire and safety regulations. A designee of the Castle Rock Fire and Rescue Department Fire Chief will serve as the safety representative and final safety authority on whether the display may proceed or must be stopped. The contractor shall contact the Town representative within 10 days of award and again at least 14 days before the event to finalize coordination details. Town representative for coordination: Chief Norris Croom or designee. 5. Weather and Postponement The display shall be ready to begin at approximately dusk on November 21, 2026, weather and environmental conditions permitting. If conditions prevent the display, the Town and contractor will meet to discuss postponement options. If the show has already been set and weather later prevents the planned exhibition, compensation will not be reduced for work already performed. 6. Insurance Requirements Before commencing work, the selected contractor shall provide certificates of insurance naming the Town of Castle Rock, its officers, and employees as additional insureds where required. Coverage shall be maintained for the full contract term and placed with insurers acceptable to the Town. Workers’ Compensation as required by Colorado law, with Employers’ Liability limits of $500,000 each accident, $500,000 disease-policy limit, and $500,000 disease-each employee. Commercial General Liability with limits of $5,000,000 each occurrence and $5,000,000 aggregate. Required limits may be met through a combination of primary and umbrella/excess coverage. Automobile Liability with limits of $1,000,000 each occurrence and $1,000,000 aggregate for owned, hired, and non-owned vehicles used in performance of the work. Policies must be primary and non-contributory to Town coverage, include 30 days' prior written notice of cancellation or material change, and remain subject to Town review and approval. The Town does not waive any rights, immunities, or protections under the Colorado Governmental Immunity Act. 7. Proposal Requirements Proposals must be signed by an authorized representative and remain firm for 15 days after the proposal due date. Proposals must include the following: Name(s) of the supervising pyrotechnicians responsible for setup and firing. Qualifications, background, training, and years of experience for each named supervisor. A narrative description of the proposed show, including sequences, special effects, and proximate effects. A setup plan or site layout. A description of safety procedures and precautions. At least three references for comparable fireworks displays, preferably in Colorado, including contact names, phone numbers, and addresses. A video link, if available, showing a similar performance in size and cost. The required E-Verify certification statement. Required certification statement: By submitting a proposal, proposer certifies that it does not knowingly employ or contract with an illegal alien and that it has participated or attempted to participate in the E-Verify program or Department program as required by C.R.S. §§ 8-17.5-101(3.3) and 8-17.5-102(3.7) for newly hired employees performing work under the public contract for services. 8. Submission Instructions Proposal deadline: 5:00 p.m. MST on May 8, 2026. Submit proposals by email to FDPLANS@CRGOV.COM. The proposal must include the signature of an officer or agent authorized to bind the respondent. Proposals may be withdrawn or modified in writing before the submission deadline. 9. Evaluation and Award The Town will award to the proposal offering the best value based on cost, quality, attractiveness of the display, responsiveness to this RFP, and the Town’s best interests. The Town may request clarification to address minor irregularities, informalities, or apparent clerical errors. The Town may negotiate terms and conditions with the successful proposer if doing so is in the Town’s best interests. The Town reserves the right to reject any or all proposals, waive informalities, and award in whole or in part. Contract term: through November 21, 2026, unless sooner terminated. 10. Additional Conditions No proposal will be accepted from, and no contract awarded to, any person or entity in default on any obligation to the Town of Castle Rock. Any addendum to this RFP will be posted on the Rocky Mountain E-Purchasing System, and respondents are responsible for monitoring that site.
