    Description

    St. Lawrence County is soliciting proposals for its First Mile Last Mile (FMLM) service. This service involves working with the County’s bus operator to help connect Public Transit passengers to the County’s bus system. First Mile Last Mile complements the County’s bus service by using volunteer drivers to transport passengers to a bus stop so that they can board a bus that transports the passenger to their final destination. Passengers can schedule First Mile Last Mile service 48 hours in advance of a trip so long as the pick up/drop off location is more than ¾ of a mile from a bus stop. St. Lawrence County Public Transit offers 17 routes that operate in the St. Lawrence River Valley where the County’s five population centers are located. Three routes provide service to and from SUNY Canton, SUNY Potsdam and Clarkson University seven days a week from August to May; two routes provide Friday service; and 12 routes operate Monday to Friday during extended business hours. St. Lawrence County will select a qualified entity with the relevant skills, experience and resources to provide First Mile Last Mile service, which includes: scheduling and dispatching trips; accurately tracking the number of trips provided, dates of service, pick up/drop off locations, miles driven; collecting passenger data such as age, purpose of trip and bus route connection; bookkeeping and billing; coordinating services with the County’s bus operator; providing good customer service and problem solving transportation requests from passengers; and the ability to accurately prepare and submit monthly invoices on a timely basis to the County for payment.
